A BILL
To authorize the Attorney General to make grants for tech-
nical assistance and training in the operation or estab-
lishment of a lethality assessment program, and for other
purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Preventing Domestic
4
Violence Homicides Through Assessment Training Act’’.
5
SEC. 2. GRANTS FOR LETHALITY ASSESSMENT PROGRAMS.

(a) IN GENERAL.—The Attorney General may make
7
grants to States, units of local government, Indian Tribes,

domestic violence victim service providers, and State or
1
Tribal Domestic Violence Coalitions for technical assist-
2
ance and training in the operation or establishment of a
3
lethality assessment program.

(b) DEFINITION.—In this section, the term ‘‘lethality
5
assessment program’’ means a program that—
6
(1) rapidly connects a victim of domestic vio-
7
lence to local community-based victim service pro-
8
viders;
9
(2) helps first responders and others in the jus-
10
tice system, including courts, law enforcement agen-
11
cies, and prosecutors of Tribal government and units
12
of local government, identify and respond to possibly
13
lethal circumstances; and
14
(3) identifies victims of domestic violence who
15
are at high risk of being seriously injured or killed
16
by an intimate partner.

(c) QUALIFICATIONS.—To be eligible for a grant
18
under this section, an applicant shall demonstrate experi-
19
ence in developing, implementing, evaluating, and dissemi-
20
nating a lethality assessment program.

(d) AUTHORIZATION
OF APPROPRIATIONS.—There
22
are authorized to be appropriated $5,000,000 to carry out
23
this section for each of fiscal years 2022 through 2026.
