A BILL
To amend title 49, United States Code, to grant Puerto
Rico eligibility to issue commercial driver’s licenses, and
for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. APPLICATION OF COMMERCIAL MOTOR VEHI-
3
CLE SAFETY.
4
(a) DEFINITION.—Section 31301(14) of title 49,
5
United States Code, is amended—
6
(1) by striking ‘‘and’’ and inserting a comma;
7
and
8
(2) by inserting ‘‘, and Puerto Rico’’ before the
9
period.

(b) IMPLEMENTATION.—The Administrator of the
1
Federal Motor Carrier Safety Administration shall work
2
with Puerto Rico on obtaining full compliance with chap-
3
ter 313 of title 49, United States Code, and regulations
4
adopted under that chapter.

(c)
GRACE
PERIOD.—Notwithstanding
section
6
31311(a) of title 49, United States Code, during a 5-year
7
period beginning on the date of enactment of this Act,
8
Puerto Rico shall not be subject to a withholding of an
9
apportionment of funds under paragraphs (1) and (2) of
10
section 104(b) of title 23, United States Code, for failure
11
to comply with any requirement under section 31311(a)
12
of title 49, United States Code.
