the Committee on Education and Labor
A BILL
To require the Secretary of Health and Human Resources
to submit to the Congress a report on State child care
regulations.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Child Care Accessi-
4
bility Report and Evaluation Act of 2021’’ or the ‘‘Child
5
CARE Act of 2021’’.
6
SEC. 2. REPORT.
7
Not later than 3 years after the date of the enact-
8
ment of this Act, the Secretary of Health and Human

Services, acting through the Administration for Children
1
and Families, shall submit to the Congress a report that
2
contains the following information:
3
(1) The list of child care regulations in each
4
State by State.
5
(2) Whether each regulation is best described
6
as related to—
7
(A) child safety,
8
(B) quality of child care,
9
(C) both child safety and quality of care,
10
or
11
(D) neither.
12
(3) An analysis of any effect of State regula-
13
tions categorized as ‘‘quality of child care’’ regula-
14
tions on the cost of child care and the supply of
15
child care.
16
(4) The average cost of child care in each State.
17
(5) The number of child care providers per
18
100,000 children in each State, disaggregated by
19
type (home-based or center-based).
20
(6) A ranking of States by the number of qual-
21
ity regulations.

SEC. 3. DEFINITION.
1
For purposes of this Act, the term ‘‘State’’ means
2
any of the several States, the District of Columbia, or
3
Puerto Rico.
