Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. FINDINGS. 3 The Congress finds the following: 4 (1) The United States Capitol Police (‘‘Capitol 5 Police’’) are essential to the protection of the U.S. 6 VerDate Sep 11 2014 21:06 May 12, 2021 Jkt 019200 PO 00000 Frm 00001 Fmt 6652 Sfmt 6201 E:\BILLS\H1965.IH H1965 khammond on DSKJM1Z7X2PROD with BILLS 2 •HR 1965 IH Capitol, and each person who works in or visits the 1 complex depends on them for their safety. 2 (2) In their dedication to provide this essential 3 safety to the U.S. Capitol, numerous Capitol Police 4 and other law enforcement have even paid with their 5 lives while in the line of duty. 6 (3) Those who have paid with their lives in the 7 line of duty include Sergeant Christopher S. Eney in 8 1984; Officer Jacob J. Chestnut and Detective John 9 M. Gibson in 1998; and Sergeant Clinton J. Holtz 10 in 2014. 11 (4) Most recently, we mourn the losses of Cap- 12 itol Police Officers Brian Sicknick and Howard 13 Liebengood, and Metropolitan Police Department 14 Officer Jeffrey Smith, who all passed in January 15 2021. 16 (5) The sacrifices made by each of these men 17 are never forgotten in the U.S. Congress and by the 18 many individuals who benefit from their service. 19 (6) The service and sacrifices of the Capitol Po- 20 lice should be recognized and honored. 21 SEC. 2. CONGRESSIONAL GOLD MEDALS. 22 (a) PRESENTATION AUTHORIZATION.—The Speaker 23 of the House of Representatives and the President pro 24 tempore of the Senate shall make appropriate arrange- 25 VerDate Sep 11 2014 21:06 May 12, 2021 Jkt 019200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H1965.IH H1965 khammond on DSKJM1Z7X2PROD with BILLS 3 •HR 1965 IH ments for the presentation, on behalf of the Congress, of 1 three gold medals to the United States Capitol Police and 2 those who protect the U.S. Capitol. 3 (b) DESIGN AND STRIKING.—For the purposes of the 4 award referred to in subsection (a), the Secretary of the 5 Treasury (hereafter in this Act referred to as the ‘‘Sec- 6 retary’’) shall strike gold medals with the official emblem 7 of the United States Capitol Police. 8 (c) DISPOSITION OF MEDALS.—Following the award 9 of the gold medals under subsection (a): 10 (1) USCP HEADQUARTERS.—One gold medal 11 shall be given to the United States Capitol Police, so 12 that the medal may be displayed at the headquarters 13 of the United States Capitol Police and made avail- 14 able for research, as appropriate. 15 (2) DC METROPOLITAN POLICE DEPARTMENT 16 HEADQUARTERS.—One gold medal shall be given to 17 the Metropolitan Police Department of the District 18 of Columbia, so that the medal may be displayed at 19 the headquarters of the Metropolitan Police Depart- 20 ment and made available for research, as appro- 21 priate. 22 (3) SMITHSONIAN INSTITUTION.— 23 (A) IN GENERAL.—One gold medal shall 24 be given to the Smithsonian Institution, where 25 VerDate Sep 11 2014 21:06 May 12, 2021 Jkt 019200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H1965.IH H1965 khammond on DSKJM1Z7X2PROD with BILLS 4 •HR 1965 IH it shall be available for display as appropriate 1 and available for research. 2 (B) PLAQUE.—In displaying the gold 3 medal given under subparagraph (A), the 4 Smithsonian Institution shall display the medal 5 with a plaque that lists the other law enforce- 6 ment agencies that participate in protecting the 7 U.S. Capitol. 8 (C) SENSE OF THE CONGRESS.—It is the 9 sense of the Congress that the Smithsonian In- 10 stitution should make the gold medal given 11 under subparagraph (A) available for display 12 elsewhere, particularly at appropriate locations 13 associated with the protection of the U.S. Cap- 14 itol. 15 SEC. 3. DUPLICATE MEDALS. 16 The Secretary may strike and sell duplicates in 17 bronze of the gold medals struck pursuant to section 2 18 under such regulations as the Secretary may prescribe, at 19 a price sufficient to cover the cost thereof, including labor, 20 materials, dies, use of machinery, and overhead expenses. 21 SEC. 4.
