Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE. 3 This Act may be cited as the ‘‘Emmett Till and 4 Mamie Till-Mobley and Roberts Temple National Historic 5 Site Act’’. 6 SEC. 2. EMMETT TILL AND MAMIE TILL-MOBLEY AND ROB- 8 ERTS TEMPLE NATIONAL HISTORIC SITE. 9 (a) ESTABLISHMENT.—There is established the Em- 10 mett Till and Mamie Till-Mobley and Roberts Temple Na- 11 tional Historic Site in the State of Illinois as a unit of 12 the National Park System. 13 (b) PURPOSE.—The purpose of the National Historic 14 Site is to preserve, protect, and interpret for the benefit 15 of present and future generations resources associated 16 with— 17 (1) the Great Migration; 18 (2) the memorial service and funeral of Emmett 19 Till; 20 (3) the courage and activism of Mamie Till- 21 Mobley; and 22 (4) the civil rights movement. 23 (c) MAP; BOUNDARIES.— 24 VerDate Sep 11 2014 18:21 Apr 09, 2021 Jkt 019200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\S795.IS S795 pamtmann on DSKBC07HB2PROD with BILLS 3 •S 795 IS (1) MAP.—As soon as practicable after the date 1 of enactment of this Act, the Secretary shall prepare 2 a map of the National Historic Site. 3 (2) AVAILABILITY OF MAP.—The map prepared 4 under paragraph (1) shall be on file and available 5 for public inspection in the appropriate offices of the 6 National Park Service. 7 (3) BOUNDARIES.—The boundaries of the Na- 8 tional Historic Site shall be the boundaries generally 9 depicted on the map prepared under paragraph (1). 10 (d) ACQUISITION AUTHORITY.—The Secretary may 11 acquire any land or interest in land located within the 12 boundary of the National Historic Site by— 13 (1) donation; 14 (2) purchase from a willing seller with donated 15 or appropriated funds; or 16 (3) exchange. 17 (e) ADMINISTRATION.— 18 (1) IN GENERAL.—The Secretary shall admin- 19 ister the National Historic Site in accordance with— 20 (A) this Act; and 21 (B) the laws generally applicable to units 22 of the National Park System. 23 (2) MANAGEMENT PLAN.— 24 VerDate Sep 11 2014 18:21 Apr 09, 2021 Jkt 019200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\S795.IS S795 pamtmann on DSKBC07HB2PROD with BILLS 4 •S 795 IS (A) DEADLINE FOR COMPLETION.—Not 1 later than 3 years after the date on which funds 2 are first made available to the Secretary for the 3 preparation of a general management plan for 4 the National Historic Site, the Secretary shall 5 prepare a general management plan for the Na- 6 tional Historic Site in accordance with section 7 100502 of title 54, United States Code. 8 (B) INCLUSION.—The general manage- 9 ment plan prepared under subparagraph (A) 10 shall identify, as appropriate, the roles and re- 11 sponsibilities of the National Park Service and 12 any applicable management entity in admin- 13 istering and interpreting the National Historic 14 Site and areas affiliated with the National His- 15 toric Site in a manner that does not interfere 16 with existing operations and the continued use 17 of existing facilities at the National Historic 18 Site. 19 (C) SUBMISSION TO CONGRESS.—On com- 20 pletion of the general management plan under 21 subparagraph (A), the Secretary shall submit to 22 the Committee on Energy and Natural Re- 23 sources of the Senate and the Committee on 24 Natural Resources of the House of Representa- 25 VerDate Sep 11 2014 18:21 Apr 09, 2021 Jkt 019200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6201 E:\BILLS\S795.IS S795 pamtmann on DSKBC07HB2PROD with BILLS 5 •S 795 IS tives the general management plan prepared 1 under that subparagraph. 2 Æ VerDate Sep 11 2014 18:21 Apr 09, 2021 Jkt 019200 PO 00000 Frm 00005 Fmt 6652 Sfmt 6301 E:\BILLS\S795.IS S795 pamtmann on DSKBC07HB2PROD with BILLS
