A BILL
To amend title 18, United States Code, to establish a 5-
year post-employment ban on lobbying by former senior
executive branch personnel and to prohibit such per-
sonnel from lobbying at any time on behalf of foreign
clients, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Promoting the Unbi-
4
ased Role of Employees in the Executive Act’’ or the
5
‘‘PURE Executive Act’’.

SEC. 2. 5-YEAR POST-EMPLOYMENT BAN ON LOBBYING BY

FORMER SENIOR EXECUTIVE BRANCH PER-

SONNEL.

(a) 5-YEAR BAN.—Section 207 of title 18, United
4
States Code, is amended—
5
(1) in subsection (c)(1), by striking ‘‘within 1
6
year after the termination’’ and inserting ‘‘within 5
7
years after the termination’’; and
8
(2) in subsection (d)(1), by striking ‘‘within 2
9
years after the termination’’ and inserting ‘‘within 5
10
years after the termination’’.

(b) EFFECTIVE DATE.—The amendments made by
12
this section shall apply with respect to any individual who,
13
on or after the date of the enactment of this Act, leaves
14
a position to which subsection (c) or (d) of section 207
15
of title 18, United States Code, applies.

(a) LIFETIME PROHIBITION.—Section 207(f) of title
21
18, United States Code, is amended—
22
(1) by redesignating paragraph (3) as para-
23
graph (4); and
24
(2) by inserting after paragraph (2) the fol-
25
lowing new paragraph:

‘‘(3) SPECIAL RULE FOR SENIOR PERSONNEL

EXECUTIVE
BRANCH
AND
INDEPENDENT

AGENCIES.—In the case of an individual who is sub-
3
ject to the restrictions of subsection (c) or (d), the
4
restrictions described in paragraph (1) shall apply to
5
representing, aiding, or advising foreign entities at
6
any time after the individual leaves a position to
7
which such subsection applies.’’.

(b) EXTENSION OF PROHIBITION TO ALL FOREIGN
9
CLIENTS.—Paragraph (4) of section 207(f) of such title,
10
as redesignated by subsection (a)(1), is amended by strik-
11
ing the period at the end and inserting the following: ‘‘,
12
except that in the case of an individual who is subject to
13
the restrictions of subsection (c) or (d), such term means
14
any foreign principal under such Act.’’.

(c) EFFECTIVE DATE.—The amendments made by
16
this section shall apply with respect to any individual who,
17
on or after the date of the enactment of this Act, leaves
18
a position to which subsection (c) or (d) of section 207
19
of title 18, United States Code, applies.
