To authorize the Secretary of Health and Human Services
to carry out a pilot program to improve community-
based care infrastructure.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. PILOT PROGRAM TO IMPROVE COMMUNITY-
3
BASED CARE INFRASTRUCTURE.

(a) IN GENERAL.—The Secretary of Health and
5
Human Services may award grants to qualified teaching
6
health centers (as defined in section 340H of the Public
7
Health Service Act (42 U.S.C. 256h)) and behavioral
8
health care centers (as defined by the Secretary, to include
9
both substance abuse and mental health care facilities) to

support the improvement, renovation, or modernization of

infrastructure at such centers, including to address
2
COVID–19 and other subsequent public health crises.

(b) AUTHORIZATION OF APPROPRIATIONS.—To carry
4
out this section, there is authorized to be appropriated
5
$500,000,000 for the period of fiscal years 2022 through
6
2026.
