A BILL
To amend title 10, United States Code, to ensure that cer-
tain TRICARE beneficiaries who reside in Puerto Rico
may enroll in TRICARE Prime, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. AVAILABILITY OF TRICARE PRIME IN PUERTO

RICO.

(a) AVAILABILITY OF TRICARE PRIME IN PUERTO
5
RICO.—Section 1097 of title 10, United States Code, is
6
amended by adding at the end the following new sub-
7
section:

‘‘(f) AVAILABILITY OF TRICARE PRIME IN PUERTO

RICO.—(1) In designating geographical areas under sub-
2
section (b)(3), the Secretary of Defense shall ensure that
3
the individuals described in paragraph (2) may enroll in
4
TRICARE Prime in the Commonwealth of Puerto Rico,
5
beginning not later than January 1, 2022.
6
‘‘(2) The individuals described in this paragraph
7
are—
8
‘‘(A) beneficiaries covered by subsection (c) of
9
section 1086 of this title, other than Medicare-eligi-
10
ble beneficiaries described in subsection (d)(2) of
11
such section; and
12
‘‘(B) beneficiaries in the active-duty family
13
member category (as described in section 1075(b)(1)
14
of this title), without regard to whether such bene-
15
ficiaries are dependents of members who have relo-
16
cated pursuant to an order for a change in duty sta-
17
tion that does not authorize the dependent to accom-
18
pany the member to the new duty station at the ex-
19
pense of the United States.’’.
20
(b) REPORT.—Not later than six months after the
21
date of the enactment of this Act, the Secretary of Defense
22
shall submit to the Committees on Armed Services of the
23
House of Representatives and the Senate a report on the
24
progress of the Secretary in carrying out the requirements
