What This Bill Does
This bill requires the federal government to provide greater transparency about agreements and police initiatives between China and other countries. It also requires federal law enforcement to notify state and local police, the public and Congress if they discover a Chinese police station operating within the United States.

Key Provisions
• The Secretary of State must publish and maintain a list of all countries that have bilateral security agreements or joint police initiatives with China, updating the list at least every 6 months. (Sec. 2)
• The FBI Director must provide an annual briefing to Congress about China's presence internationally through bilateral security agreements and joint police initiatives. (Sec. 2)
• If the FBI discovers a Chinese police station in the United States, the FBI Director must notify state and local law enforcement within 24 hours. (Sec. 3)
• If the FBI discovers a Chinese police station in the United States, the FBI Director must notify the public through a law enforcement bulletin within 72 hours. (Sec. 3)
• If the FBI discovers a Chinese police station in the United States, the FBI Director must brief Congress within 15 days and provide updates at least every 60 days after that. (Sec. 3)
What Changes
The Department of State website will display a new list of countries with China's bilateral security agreements and joint police initiatives. The FBI will provide annual briefings to Congress about these agreements. If Chinese police stations are found in the United States, federal law will now require specific notification timelines for state and local law enforcement, the public and Congress.
Important Definitions
The bill defines "appropriate congressional committees" as the Senate Committee on Homeland Security and Governmental Affairs, the Senate Committee on the Judiciary, the House Committee on Homeland Security and the House Committee on the Judiciary. (Sec. 4)

SEC. 2. TRANSPARENCY REGARDING CHINESE BILATERAL

SECURITY AGREEMENTS AND JOINT POLICE

INITIATIVES.

(a) DEPARTMENT
OF STATE PUBLICATION.—The
4
Secretary of State, in coordination with the Director of
5
the Federal Bureau of Investigation, shall publish on the
6
Department of State website and any other travel alert
7
system operated by the Department of State a list of all
8
countries that have a bilateral security agreement or joint
9
police initiative with the Government of the People’s Re-
10
public of China or the Chinese Communist Party. The
11
Secretary shall update the list not less frequently than
12
every 6 months.

(b) FBI BRIEFING.—The Director of the Federal
14
Bureau of Investigation shall provide an annual briefing
15
to the appropriate congressional committees on the Peo-
16
ple’s Republic of China’s widespread presence internation-
17
ally through bilateral security agreements and joint police
18
initiatives.

SEC. 3. NOTIFICATION OF STATE AND LOCAL LAW EN-
20
FORCEMENT, PUBLIC, AND CONGRESS RE-
21
GARDING CHINESE POLICE STATIONS.

If the Federal Bureau of Investigation discovers a po-
23
lice station operated by the People’s Republic of China or
24
the Chinese Communist Party within the United States,
25
the Director of the Bureau shall—

(1) not later than 24 hours after the discovery,

SEC. 4. APPROPRIATE CONGRESSIONAL COMMITTEES DE-

FINED.

In this Act, the term ‘‘appropriate congressional com-
16
mittees’’ means—
17
(1) the Committee on Homeland Security and
18
Governmental Affairs and the Committee on the Ju-
19
diciary of the Senate; and
20
(2) the Committee on Homeland Security and
21
the Committee on the Judiciary of the House of
22
Representatives.
