Mr. MCKINLEY (for himself, Mr. CURTIS, Ms. CHENEY, Mr. SCHWEIKERT,
and Mr. GRAVES of Louisiana) introduced the following bill; which was
referred to the Committee on Energy and Commerce, and in addition to
the Committee on Science, Space, and Technology, for a period to be sub-
sequently determined by the Speaker, in each case for consideration of
such provisions as fall within the jurisdiction of the committee concerned

To amend title XVII of the Energy Policy Act of 2005
relating to the eligibility for loan guarantees for carbon
capture, utilization, and storage projects, and for other
purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘CCUS Innovation
4
Act’’.

SEC. 2. PROJECTS FOR CARBON CAPTURE, UTILIZATION,

AND STORAGE.

(a) CATEGORIES.—Section 1703(b)(5) of the Energy
3
Policy Act of 2005 (42 U.S.C. 16513(b)(5)) is amended
4
to read as follows:
5
‘‘(5) Carbon capture, utilization, and storage
6
practices and technologies.’’.

(b) INCLUDED PROJECTS.—Section 1703 of the En-
8
ergy Policy Act of 2005 (42 U.S.C. 16513) is amended
9
by adding at the end the following:
10
‘‘(g) CARBON CAPTURE, UTILIZATION, AND STORAGE
11
PROJECTS.—The category of projects described in sub-
12
section (b)(5) includes projects involving practices or tech-
13
nologies relating to—
14
‘‘(1) development of infrastructure to enable
15
carbon capture, utilization, or storage, including
16
pipelines;
17
‘‘(2) direct air capture;
18
‘‘(3) pre-combustion capture, and post-combus-
19
tion capture, of carbon dioxide for fossil fuel based
20
systems, such as power plants and industrial proc-
21
esses that utilize fossil energy;
22
‘‘(4) carbon dioxide storage in geologic forma-
23
tions;

‘‘(5) carbon storage efficiency and security

through the use of new and early-stage monitoring
2
tools and models;
3
‘‘(6) the conversion of carbon dioxide into sub-
4
stances or products with higher economic value;
5
‘‘(7) the conversion of carbon dioxide into bio-
6
mass;
7
‘‘(8) the synthesis of fuels and organic chemi-
8
cals;
9
‘‘(9) the synthesis of inorganic materials and
10
chemicals;
11
‘‘(10) agricultural and forestry practices that
12
store and sequester carbon; and
13
‘‘(11) synthetic technologies to remove carbon
14
from the air and oceans.’’.

(c) REPORT.—Not later than 1 year after the date
16
of enactment of this Act, the Secretary of Energy shall
17
submit to the Committee on Energy and Commerce of the
18
House of Representatives a report describing—
19
(1) with respect to projects described in sub-
20
section (g) of section 1703 of the Energy Policy Act
21
of 2005 (as added by this section)—
22
(A) the status of each such project for
23
which a guarantee has been awarded under
24
such section 1703; and

(B) any recommendations relating to im-

plementation of title XVII of such Act with re-
2
spect to such projects;
3
(2) opportunities to expand the use of carbon
4
capture, utilization, and storage for reducing indus-
5
trial sector emissions;
6
(3) statutory and regulatory barriers to the de-
7
ployment and commercialization of carbon capture,
8
utilization, and storage technologies; and
9
(4) any recommendations to advance carbon
10
capture, utilization, and storage technologies.
