A BILL
To extend and expand the Wildfire Hurricane Indemnity
Program to cover losses due to high winds, polar
vortexes, and hailstorms.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Rehabilitating Eco-
4
nomic Success Through Overcoming Rural Emergencies
5
Act’’ or the ‘‘RESTORE Act’’.

SEC. 2. USDA WILDFIRE HURRICANE INDEMNITY PROGRAM

EXTENSION AND EXPANSION.

The Secretary of Agriculture shall make payments
3
for necessary expenses related to losses of crops (including
4
losses due to high winds or derechos, polar vortexes (in-
5
cluding losses to dairy cooperatives due to power outages
6
or curtailments), hailstorms, freeze, and all losses eligible
7
for assistance under subpart O of part 760 of title 7, Code
8
of Federal Regulations, including any drought losses in
9
2020 and 2021, notwithstanding the limitations of section
10
791(b) of title VII of division B of the Further Consoli-
11
dated Appropriations Act, 2020) pursuant to title I of the
12
Additional Supplemental Appropriations for Disaster Re-
13
lief Act, 2019 (Public Law 116–20), as amended by sec-
14
tion 116 of the Continuing Appropriations Act, 2020
15
(Public Law 116–59) and as further amended by sub-
16
section (c) of section 791 of the Further Consolidated Ap-
17
propriations Act, 2020 (Public Law 116–94) for crop
18
losses in calendar year 2020 and calendar year 2021, ex-
19
cept that payments for losses incurred in 2020 and 2021
20
shall be—
21
(1) in the case of producers, subject only to the
22
limitations provided under section 760.1507 of title
23
7, Code of Federal Regulations; and
24
(2) in the case of dairy cooperatives, shall be
25
paid in the same manner and subject to the same
