To amend chapter 8 of title 5, United States Code, to require Federal
agencies to submit to the Comptroller General of the United States
a report on rules that are revoked, suspended, replaced, amended, or
otherwise made ineffective.

A BILL
To amend chapter 8 of title 5, United States Code, to require
Federal agencies to submit to the Comptroller General
of the United States a report on rules that are revoked,
suspended, replaced, amended, or otherwise made ineffec-
tive.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘GAO Database Mod-
4
ernization Act of 2021’’.

SEC. 2. RULES NO LONGER IN EFFECT.

Section 801(a)(1) of title 5, United States Code, is

amended by adding at the end the following:
3
‘‘(D) For any rule submitted under subparagraph
4
(A), if the Federal agency promulgating the rule, in whole
5
or in part, revokes, suspends, replaces, amends, or other-
6
wise makes the rule ineffective, or the rule is made ineffec-
7
tive for any other reason, the Federal agency shall submit
8
to the Comptroller General a report containing—
9
‘‘(i) the title of the rule;
10
‘‘(ii) the Federal Register citation for the rule,
11
if any;
12
‘‘(iii) the date on which rule was submitted to
13
the Comptroller General; and
14
‘‘(iv) a description of the provisions of the rule
15
that are being revoked, suspended, replaced, amend-
16
ed, or otherwise made ineffective.’’.
