SHORT TITLES. 1 This Act may be cited as the ‘‘Reporting Efficiently 2 to Proper Officials in Response to Terrorism Act of 2021’’ 3 or the ‘‘REPORT Act’’. 4 SEC. 2. DUTY TO REPORT. 5 (a) DUTY IMPOSED.—Except as provided in sub- 6 section (c), whenever an act of terrorism occurs in the 7 United States, it shall be the duty of the primary Govern- 8 ment agency investigating such act to submit, in collabora- 9 tion with the Secretary of Homeland Security, the Attor- 10 ney General, the Director of the Federal Bureau of Inves- 11 tigation, and, as appropriate, the Director of the National 12 Counterterrorism Center, an unclassified report (which 13 may be accompanied by a classified annex) to Congress 14 concerning such act not later than 1 year after the comple- 15 tion of the investigation.
