REQUIREMENT FOR FEDERAL AGENCIES TO BUY 1 DOMESTICALLY MADE UNITED STATES 2 FLAGS. 3 (a) REQUIREMENT FOR FEDERAL AGENCIES TO BUY 4 DOMESTICALLY MADE UNITED STATES FLAGS.— 5 (1) IN GENERAL.—Chapter 63 of title 41, 6 United States Code, is amended by adding at the 7 end the following new section: 8 ‘‘SEC. 6310. REQUIREMENT FOR FEDERAL AGENCIES TO 9 BUY DOMESTICALLY MADE UNITED STATES 10 FLAGS. 11 ‘‘(a) REQUIREMENT.—Funds appropriated or other- 12 wise available to a Federal agency may not be used for 13 the procurement of any flag of the United States, unless 14 such flag has been 100 percent manufactured in the 15 United States from articles, materials, or supplies that 16 have been 100 percent produced or manufactured in the 17 United States. 18 ‘‘(b) DEFINITIONS.—In this section: 19 ‘‘(1) FEDERAL AGENCY.—The term ‘Federal 20 agency’ means each instrumentality of the Federal 21 Government. 22 ‘‘(2) UNITED STATES.—The term ‘United 23 States’ includes each of the several States, the Dis- 24 trict of Columbia, Tribal lands, or the territories or 25 possessions of the United States.’’. 26 VerDate Sep 11 2014 20:38 Apr 21, 2021 Jkt 019200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H1526.IH H1526 pamtmann on DSKBC07HB2PROD with BILLS 3 •HR 1526 IH (2) CLERICAL AMENDMENT.—The table of sec- 1 tions at the beginning of such chapter is amended 2 by adding at the end the following new item: 3 ‘‘6310. Requirement for Federal agencies to buy domestically made United States flags.’’. (b) APPLICABILITY.—Section 6310 of title 41, United 4 States Code, as added by subsection (a)(1), shall apply 5 with respect to any procurement made or contract for on 6 or after the date that is 90 days after the date of the 7 enactment of this Act. 8 SEC. 3. REQUIREMENT FOR PERSONS TO BUY DOMESTI- 9 CALLY MADE UNITED STATES FLAGS. 10 (a) REQUIREMENT FOR PERSONS TO BUY DOMESTI- 11 CALLY MADE UNITED STATES FLAGS.— 12 (1) IN GENERAL.—Chapter 33 of title 18, 13 United States Code, is amended by adding at the 14 end the following new subsection: 15 ‘‘SEC. 717.
