A BILL
To amend the Homeland Security Act of 2002 to provide
support to State and local governments in their efforts
to counter violent extremist threats, and for other pur-
poses.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Preventing Radical Ex-
4
tremist’s Violent Endeavors Now and Tomorrow Act of
5
2021’’ or the ‘‘PREVENT Act of 2021’’.

SEC. 2. SUPPORT TO STATE AND LOCAL GOVERNMENTS IN

THEIR EFFORTS TO COUNTER VIOLENT EX-
2
TREMIST THREATS.

Subsection (b) of section 801 of the Homeland Secu-
4
rity Act of 2002 (6 U.S.C. 361) is amended—
5
(1) in paragraph (3), by striking ‘‘and’’ after
6
the semicolon at the end;
7
(2) in paragraph (4), by striking the period at
8
the end and inserting ‘‘; and’’; and
9
(3) by adding at the end the following new
10
paragraph:

‘‘(5) for the purposes of countering violent ex-
12
tremist threats—
13
‘‘(A)
provide
training
from
specially
14
trained clinical social workers, psychologists, re-
15
ligious leaders, community leaders, and law en-
16
forcement personnel, to assist local efforts at
17
securing the homeland; and
18
‘‘(B) in coordination with the Federal Bu-
19
reau of Investigation, provide to State and local
20
governments specialists, analysts, and agents
21
trained to counter terrorism and White nation-
22
alism to assist, in the manner and degree nec-
23
essary, local efforts at responding to such
24
threats.’’.
