To provide Federal criminal penalties for lynching.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Marie Thompson
4
Antilynching Act’’.
5
SEC. 2. LYNCHING.

(a) OFFENSE.—Chapter 13 of title 18, United States
7
Code, is amended by adding at the end the following:

‘‘§ 250. Lynching
9
‘‘Whoever conspires with another person to violate
10
section 249 and willfully causes or attempts to cause seri-
11
ous bodily injury (as defined in section 1365(h)) shall be

punished in the same manner as a completed violation of
1
such section, except that if the maximum term of impris-
2
onment for such completed violation is less than 10 years,
3
the person may be imprisoned for not more than 10
4
years.’’.

(b) TABLE OF SECTIONS AMENDMENT.—The table of
6
sections for chapter 13 of title 18, United States Code,
7
is amended by inserting after the item relating to section
8
249 the following:

‘‘250. Lynching.’’.
