Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. GRANTS FOR TRAINING AND SUPPORT SERVICES 1 FOR FAMILIES AND UNPAID CAREGIVERS OF 2 PEOPLE LIVING WITH ALZHEIMER’S DISEASE 3 OR A RELATED DEMENTIA. 4 Subpart I of part D of title III of the Public Health 5 Service Act (42 U.S.C. 254b et seq.) is amended by adding 6 at the end the following: 7 ‘‘SEC. 330O. GRANTS FOR TRAINING AND SUPPORT SERV- 8 ICES FOR FAMILIES AND UNPAID CARE- 9 GIVERS OF PEOPLE LIVING WITH ALZ- 10 HEIMER’S DISEASE OR A RELATED DEMEN- 11 TIA. 12 ‘‘(a) DEFINITIONS.—In this section: 13 ‘‘(1) AREA AGENCY ON AGING.—The term ‘area 14 agency on aging’ has the meaning given the term in 15 section 102 of the Older Americans Act of 1965. 16 ‘‘(2) MEDICALLY UNDERSERVED COMMUNITY.— 17 The term ‘medically underserved community’ has the 18 meaning given the term in section 799B. 19 ‘‘(b) GRANTS.—The Secretary may award grants to 20 public or nonprofit private health care and social service 21 providers described in subsection (c) for the purpose of 22 expanding training and support services for families and 23 unpaid caregivers of people living with Alzheimer’s disease 24 or a related dementia if such health care and social service 25 providers— 26 VerDate Sep 11 2014 04:11 Apr 15, 2021 Jkt 019200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H1474.IH H1474 kjohnson on DSK79L0C42PROD with BILLS 3 •HR 1474 IH ‘‘(1) meet the conditions for receiving grants 1 under subsection (d); and 2 ‘‘(2) submit an application to the Secretary in 3 such form, in such manner, and containing such 4 agreements, assurances, and information as the Sec- 5 retary may reasonably require. 6 ‘‘(c) RECIPIENTS OF GRANTS.—The public or non- 7 profit private health care and social service providers eligi- 8 ble for grants under this section include— 9 ‘‘(1) health care organizations; 10 ‘‘(2) community health centers; 11 ‘‘(3) senior centers; 12 ‘‘(4) area agencies on aging; 13 ‘‘(5) community-based organizations; 14 ‘‘(6) organizations providing support services 15 for families and unpaid caregivers of patients with 16 younger-onset Alzheimer’s disease or a related de- 17 mentia; and 18 ‘‘(7) State, local, and tribal public health agen- 19 cies and social service agencies. 20 ‘‘(d) CONDITIONS FOR RECEIVING GRANTS.—To be 21 eligible to receive a grant awarded under subsection (b), 22 a public or nonprofit health care or social service provider 23 described in subsection (c) shall agree— 24 VerDate Sep 11 2014 04:11 Apr 15, 2021 Jkt 019200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H1474.IH H1474 kjohnson on DSK79L0C42PROD with BILLS 4 •HR 1474 IH ‘‘(1) in any program to be funded by a grant 1 awarded under subsection (b), that services will be 2 provided in the languages most appropriate for, and 3 with consideration for the cultural backgrounds of, 4 the individuals for whom the services are provided; 5 and 6 ‘‘(2) to provide outreach activities to inform the 7 public of the services of the program, and to provide 8 information on Alzheimer’s disease and related de- 9 mentias to the public. 10 ‘‘(e) COORDINATION.—The Secretary shall coordinate 11 with the Director of the Office on Women’s Health and 12 the Director of the Office of Minority Health in order to 13 ensure that women, minorities, and patients who live in 14 medically underserved communities are able to benefit 15 from the training and support services funded through 16 grants awarded under subsection (b). 17 ‘‘(f) FUNDING.— 18 ‘‘(1) AUTHORIZATION OF APPROPRIATIONS.— 19 For the purpose of carrying out this section, there 20 are authorized to be appropriated such sums as may 21 be necessary for each of fiscal years 2021 through 22 2025. 23 ‘‘(2) ALLOCATION FOR MEDICALLY UNDER- 24 SERVED COMMUNITIES.—Of the amounts appro- 25 VerDate Sep 11 2014 04:11 Apr 15, 2021 Jkt 019200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6201 E:\BILLS\H1474.IH H1474 kjohnson on DSK79L0C42PROD with BILLS 5 •HR 1474 IH priated under paragraph (1) for a fiscal year, the 1 Secretary shall make available not less than 10 per- 2 cent for grants awarded under subsection (b) to pub- 3 lic or nonprofit private health care and social service 4 providers that primarily serve medically underserved 5 communities and meet the requirements under this 6 section.’’. 7 Æ VerDate Sep 11 2014 04:11 Apr 15, 2021 Jkt 019200 PO 00000 Frm 00005 Fmt 6652 Sfmt 6301 E:\BILLS\H1474.IH H1474 kjohnson on DSK79L0C42PROD with BILLS
