To direct the Secretary of the Interior to conduct a special resource study
of portions of the Los Angeles coastal area in the State of California
to evaluate alternatives for protecting the resources of the coastal area,
and for other purposes.

A BILL
To direct the Secretary of the Interior to conduct a special
resource study of portions of the Los Angeles coastal
area in the State of California to evaluate alternatives
for protecting the resources of the coastal area, and
for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Santa Monica Moun-
4
tains National Recreation Area Boundary Adjustment
5
Study Act’’.

SEC. 2. RESOURCE STUDY OF THE LOS ANGELES COASTAL

AREA, CALIFORNIA.
2
(a) DEFINITIONS.—In this section:
3
(1) SECRETARY.—The term ‘‘Secretary’’ means
4
the Secretary of the Interior.
5
(2) STUDY
AREA.—The term ‘‘study area’’
6
means the coastline and adjacent areas to the Santa
7
Monica Bay from Will Rogers State Beach to Tor-
8
rance Beach, including the areas in and around
9
Ballona Creek and the Baldwin Hills and the San
10
Pedro section of the City of Los Angeles, excluding
11
the Port of Los Angeles north of Crescent Avenue.

(b) SPECIAL RESOURCE STUDY.—

(1) STUDY.—The Secretary shall conduct a spe-
14
cial resource study of the study area.
15
(2) CONTENTS.—In conducting the study under
16
paragraph (1), the Secretary shall—
17
(A) evaluate the national significance of
18
the study area;
19
(B) determine the suitability and feasibility
20
of designating the study area as a unit of the
21
National Park System;
22
(C) consider other alternatives for preser-
23
vation, protection, and interpretation of the
24
study area by the Federal Government, State or

local government entities, or private and non-
1
profit organizations;
2
(D) consult with interested Federal agen-
3
cies, State or local governmental entities, pri-
4
vate and nonprofit organizations, or any other
5
interested individuals; and
6
(E) identify cost estimates for any Federal
7
acquisition, development, interpretation, oper-
8
ation, and maintenance associated with the al-
9
ternatives.

(3) APPLICABLE
LAW.—The study required
11
under paragraph (1) shall be conducted in accord-
12
ance with section 100507 of title 54, United States
13
Code.
14
(4) REPORT.—Not later than 3 years after the
15
date on which funds are first made available for the
16
study under paragraph (1), the Secretary shall sub-
17
mit to the Committee on Natural Resources of the
18
House of Representatives and the Committee on En-
19
ergy and Natural Resources of the Senate a report
20
that describes—
21
(A) the results of the study; and
22
(B) any conclusions and recommendations
23
of the Secretary.
