Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. FAMILY SUPPORT SERVICES FOR INDIVIDUALS 1 STRUGGLING WITH SUBSTANCE USE DIS- 2 ORDER. 3 Part D of title V of the Public Health Service Act 4 (42 U.S.C. 290dd et seq.) is amended by adding at the 5 end the following: 6 ‘‘SEC. 553. FAMILY SUPPORT SERVICES FOR INDIVIDUALS 7 STRUGGLING WITH SUBSTANCE USE DIS- 8 ORDER. 9 ‘‘(a) DEFINITIONS.—In this section— 10 ‘‘(1) the term ‘family community organization’ 11 means an independent nonprofit organization that— 12 ‘‘(A) mobilizes resources within and out- 13 side of the community of families that include 14 an individual living with a substance use dis- 15 order, to provide a support network, education, 16 and evidence-informed tools for families and 17 loved ones of individuals struggling with sub- 18 stance use disorders; and 19 ‘‘(B) is governed by experts in the field of 20 substance use disorder, which may include— 21 ‘‘(i) experts in evidence-informed 22 interventions for family members; 23 ‘‘(ii) experts in the impact of sub- 24 stance use disorder on family systems; and 2 ‘‘(iv) other experts in the field of sub- 3 stance use disorder; and 4 ‘‘(2) the term ‘family support services’ means 5 resources or programs that support families that in- 6 clude an individual with substance use disorder. 7 ‘‘(b) GRANTS AUTHORIZED.—The Secretary shall 8 award grants to family community organizations to enable 9 such organizations to develop, expand, and enhance evi- 10 dence-informed family support services. 11 ‘‘(c) FEDERAL SHARE.—The Federal share of the 12 costs of a program funded by a grant under this section 13 may not exceed 85 percent. 14 ‘‘(d) USE OF FUNDS.—Grants awarded under sub- 15 section (b)— 16 ‘‘(1) shall be used to develop, expand, and en- 17 hance community and statewide evidence-informed 18 family support services; and 19 ‘‘(2) may be used to— 20 ‘‘(A) build connections between family sup- 21 port networks, including providing technical as- 22 sistance between family community organiza- 23 tions and peer support networks, and with 24 other family support services, focused on en- 25 VerDate Sep 11 2014 23:57 Mar 19, 2021 Jkt 019200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\S485.IS S485 pbinns on DSKJLVW7X2PROD with BILLS 4 •S 485 IS hancing knowledge of evidence-informed inter- 1 ventions for family members and loved ones of 2 individuals living with substance use disorders 3 and reducing harm by educating service pro- 4 viders on current evidence regarding substance 5 use disorder and the family, including— 6 ‘‘(i) behavioral health providers, in- 7 cluding such providers focused specifically 8 on family and couples therapy in the con- 9 text of substance use disorder; 10 ‘‘(ii) primary care providers; 11 ‘‘(iii) providers of foster care services 12 or support services for grandparents, 13 guardians, and other extended family im- 14 pacted by substance use disorder; and 15 ‘‘(iv) other family support services 16 that connect to community resources for 17 individuals with substance use disorders, 18 including non-clinical community services; 19 ‘‘(B) reduce stigma associated with fami- 20 lies that include an individual with a substance 21 use disorder by improving knowledge about sub- 22 stance use disorder and its treatment, providing 23 compassionate support, and dispelling myths 24 that perpetuate such stigma; 8 ‘‘(ii) identifying the signs of substance 9 use disorder; 10 ‘‘(iii) adopting an approach that mini- 11 mizes harm to all family members; and 12 ‘‘(iv) families that include an indi- 13 vidual with a substance use disorder, in- 14 cluding with respect to— 15 ‘‘(I) navigating the treatment 16 and recovery systems; 17 ‘‘(II) paying for substance use 18 disorder treatment; 19 ‘‘(III) education about substance 20 use disorder; and 21 ‘‘(IV) avoiding predatory treat- 22 ment programs; and 23 ‘‘(D) connect families to evidence-informed 24 peer support programs. 25 VerDate Sep 11 2014 23:57 Mar 19, 2021 Jkt 019200 PO 00000 Frm 00005 Fmt 6652 Sfmt 6201 E:\BILLS\S485.IS S485 pbinns on DSKJLVW7X2PROD with BILLS 6 •S 485 IS ‘‘(e) DATA REPORTING AND PROGRAM OVER- 1 SIGHT.—With respect to a grant awarded under sub- 2 section (a), not later than 90 days after the end of the 3 first year of the grant period, and annually thereafter for 4 the duration of the grant period, the entity shall submit 5 data, as appropriate and to the extent practicable, to the 6 Secretary regarding— 7 ‘‘(1) the programs and activities funded by the 8 grant; 9 ‘‘(2) health outcomes of the population of indi- 10 viduals with a substance use disorder who received 11 services through programs supported by the grant, 12 as evaluated by an independent program evaluator 13 through the use of outcomes measures, as deter- 14 mined by the Secretary;
