Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE. 3 This Act may be cited as the ‘‘Stop Online Ammuni- 4 tion Sales Act of 2021’’. 5 SEC. 2. LIMITATIONS ON PURCHASES OF AMMUNITION. 6 (a) LICENSING OF AMMUNITION DEALERS.— 7 (1) IN GENERAL.—Section 923(a) of title 18, 8 United States Code, is amended in the matter pre- 9 VerDate Sep 11 2014 22:20 Mar 13, 2021 Jkt 019200 PO 00000 Frm 00001 Fmt 6652 Sfmt 6201 E:\BILLS\H1207.IH H1207 khammond on DSKJM1Z7X2PROD with BILLS 2 •HR 1207 IH ceding paragraph (1), in the first sentence, by strik- 1 ing ‘‘, or importing or manufacturing’’ and inserting 2 ‘‘or’’. 3 (2) CONFORMING AMENDMENT.—Section 4 921(a)(11)(A) of title 18, United States Code, is 5 amended by inserting ‘‘or ammunition’’ after ‘‘fire- 6 arms’’. 7 (b) REQUIREMENT FOR FACE-TO-FACE SALES OF 8 AND LICENSING TO SELL AMMUNITION.—Section 922 of 9 such title is amended— 10 (1) in subsection (a)(1)— 11 (A) by striking ‘‘for any person—’’ and all 12 that follows through ‘‘(A) except’’ and inserting 13 ‘‘(A) for any person except’’; and 14 (B) by striking subparagraph (B) and in- 15 serting the following: 16 ‘‘(B) for— 17 ‘‘(i) any person except a licensed importer, 18 licensed manufacturer, or licensed dealer, to— 19 ‘‘(I) sell ammunition, except that this 20 subclause shall not apply to a sale of am- 21 munition by a person to a licensed im- 22 porter, licensed manufacturer, or licensed 23 dealer; or 24 VerDate Sep 11 2014 22:20 Mar 13, 2021 Jkt 019200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H1207.IH H1207 khammond on DSKJM1Z7X2PROD with BILLS 3 •HR 1207 IH ‘‘(II) engage in the business of im- 1 porting or manufacturing ammunition, or 2 in the course of such business, to ship, 3 transport, or receive any ammunition; or 4 ‘‘(ii) a licensed importer, licensed manufac- 5 turer, or licensed dealer to transfer ammunition 6 to a person unless the licensee, in the physical 7 presence of the person, has verified the identity 8 of the person by examining a valid identification 9 document (as defined in section 1028(d) of this 10 title) of the person containing a photograph of 11 the person;’’; and 12 (2) in subsection (b)(5), by striking ‘‘or armor- 13 piercing’’. 14 (c) LIMIT ON SHIPPING AND TRANSPORTING OF AM- 15 MUNITION.—Section 922(a)(2) of such title is amended— 16 (1) in the matter preceding subparagraph (A), 17 by inserting ‘‘, or to ship or transport any ammuni- 18 tion,’’ after ‘‘any firearm’’; and 19 (2) in subparagraph (B), by inserting ‘‘or am- 20 munition’’ after ‘‘a firearm’’. 21 (d) RECORDKEEPING REGARDING AMMUNITION.— 22 (1) IN GENERAL.—Section 923(g) of such title 23 is amended— 24 (A) in paragraph (1)(A)— 25 VerDate Sep 11 2014 22:20 Mar 13, 2021 Jkt 019200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H1207.IH H1207 khammond on DSKJM1Z7X2PROD with BILLS 4 •HR 1207 IH (i) in the first sentence, by inserting 1 ‘‘or ammunition’’ after ‘‘other disposition 2 of firearms’’; and 3 (ii) in the third sentence, by striking 4 ‘‘, or any licensed importer or manufac- 5 turer of ammunition,’’ and inserting ‘‘, or 6 any licensed importer, manufacturer, or 7 dealer of ammunition,’’; and 8 (B) in paragraph (3), by adding at the end 9 the following: 10 ‘‘(C) Each licensee shall prepare a report of multiple 11 sales or other dispositions whenever the licensee sells or 12 otherwise disposes of, at one time or during any 5 consecu- 13 tive business days, more than 1,000 rounds of ammunition 14 to an unlicensed person.
