AN ACT
To exempt juveniles from the requirements for suits by
prisoners, and for other purposes.

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Justice for Juveniles
2
Act’’.

SEC. 2. EXEMPTION OF JUVENILES FROM THE REQUIRE-
4
MENTS FOR SUITS BY PRISONERS.

Section 7 of the Civil Rights of Institutionalized Per-
6
sons Act (42 U.S.C. 1997e) is amended—
7
(1) in subsection (h), by striking ‘‘sentenced
8
for, or adjudicated delinquent for,’’ and inserting
9
‘‘or sentenced for’’; and
10
(2) by adding at the end the following:
11
‘‘(i) EXEMPTION OF JUVENILE PRISONERS.—This
12
section shall not apply to an action pending on the date
13
of enactment of the Justice for Juveniles Act or filed on
14
or after such date if such action is—
15
‘‘(1) brought by a prisoner who has not at-
16
tained 22 years of age; or
17
‘‘(2) brought by any prisoner with respect to a
18
prison condition that occurred before the prisoner
19
attained 22 years of age.’’.

SEC. 3. DETERMINATION OF BUDGETARY EFFECTS.

The budgetary effects of this Act, for the purpose of
22
complying with the Statutory Pay-As-You-Go Act of 2010,
23
shall be determined by reference to the latest statement
24
titled ‘‘Budgetary Effects of PAYGO Legislation’’ for this
25
Act, submitted for printing in the Congressional Record
