To prohibit all United States assessed and voluntary contributions to the
World Health Organization until such time as the membership in the
World Health Organization of the People’s Republic of China is termi-
nated and the Republic of China (Taiwan) is afforded full rights, privi-
leges, and responsibilities as a Member State in the World Health Orga-
nization, and for other purposes.

A BILL
To prohibit all United States assessed and voluntary con-
tributions to the World Health Organization until such
time as the membership in the World Health Organiza-
tion of the People’s Republic of China is terminated
and the Republic of China (Taiwan) is afforded full
rights, privileges, and responsibilities as a Member State
in the World Health Organization, and for other pur-
poses.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘World Health Act’’.

SEC. 2. MEMBERSHIP OF TAIWAN IN THE WORLD HEALTH

ORGANIZATION.

(a) IN GENERAL.—Notwithstanding any other provi-
3
sion of law, effective on the date of the enactment of this
4
Act, the United States shall withhold all assessed and vol-
5
untary contributions to the World Health Organization
6
until such time as the membership of the People’s Repub-
7
lic of China in the World Health Organization is termi-
8
nated and the Republic of China (Taiwan) is afforded full
9
rights, privileges, and responsibilities as a Member State
10
in the World Health Organization.

(b) PRESIDENTIAL ACTION.—The President is au-
12
thorized to take any appropriate action to carry out sub-
13
section (a).

(c) ACTIONS AT THE WORLD HEALTH ORGANIZA-
15
TION.—The President shall direct the United States rep-
16
resentative to the World Health Organization to use the
17
voice, vote, and influence of the United States at the
18
World Health Organization to encourage Members States
19
of the World Health Organization to take actions identical
20
or similar to the action described in subsection (a).

(d) NO EFFECT ON THE UNITED STATES IN THE
22
WORLD HEALTH ORGANIZATION.—United States mem-
23
bership in the World Health Organization shall not be af-
24
fected in any way by the any action under this section.
