To reimburse meals and supplements provided to individuals
who have not attained the age of 25 under certain meal
programs authorized under the Richard B. Russell Na-
tional School Lunch Act, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Feeding Homeless
4
Youth During COVID–19 Act’’.

SEC. 2. MEALS AND SUPPLEMENTS REIMBURSEMENTS FOR

INDIVIDUALS WHO HAVE NOT ATTAINED THE
2
AGE OF 25.

(a) PROGRAM FOR AT-RISK SCHOOL CHILDREN.—
4
Beginning on the date of enactment of this section, not-
5
withstanding paragraph (1)(A) of section 17(r) of the
6
Richard B. Russell National School Lunch Act (42 U.S.C.
7
1766(r)), during the COVID–19 public health emergency
8
declared under section 319 of the Public Health Service
9
Act (42 U.S.C. 247d), the Secretary shall reimburse insti-
10
tutions that are emergency shelters under such section
11
17(r) (42 U.S.C. 1766(r)) for meals and supplements
12
served to individuals who, at the time of such service—
13
(1) have not attained the age of 25; and
14
(2) are receiving assistance, including non-resi-
15
dential assistance, from such emergency shelter.

(b) PARTICIPATION BY EMERGENCY SHELTERS.—
17
Beginning on the date of enactment of this section, not-
18
withstanding paragraph (5)(A) of section 17(t) of the
19
Richard B. Russell National School Lunch Act (42 U.S.C.
20
1766(t)), during the COVID–19 public health emergency
21
declared under section 319 of the Public Health Service
22
Act (42 U.S.C. 247d), the Secretary shall reimburse emer-
23
gency shelters under such section 17(t) (42 U.S.C.
24
1766(t)) for meals and supplements served to individuals

(c) DEFINITIONS.—In this section:

(1) EMERGENCY SHELTER.—The term ‘‘emer-
4
gency shelter’’ has the meaning given the term
5
under section 17(t)(1) of the Richard B. Russell Na-
6
tional School Lunch Act (42 U.S.C. 1766(t)(1)).

(2) SECRETARY.—The term ‘‘Secretary’’ means
8
the Secretary of Agriculture.
