of communications facilities on certain buildings and other property
owned by the Federal Government, and for other purposes.
IN THE HOUSE OF REPRESENTATIVES

Mr. PALMER introduced the following bill; which was referred to the Com-
mittee on Transportation and Infrastructure, and in addition to the Com-
mittee on Energy and Commerce, for a period to be subsequently deter-
mined by the Speaker, in each case for consideration of such provisions
as fall within the jurisdiction of the committee concerned
A BILL
To streamline the process for consideration of applications
for the placement of communications facilities on certain
buildings and other property owned by the Federal Gov-
ernment, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Standard Fees to Ex-
4
pedite Evaluation and Streamlining Act’’ or the ‘‘Stand-
5
ard FEES Act’’.

SEC. 2. ESTABLISHMENT OF COMMON FEDERAL FEE

SCHEDULE.

(a) IN GENERAL.—Section 6409 of the Middle Class
3
Tax Relief and Job Creation Act of 2012 (47 U.S.C.
4
1455) is amended—
5
(1) by redesignating subsection (d) as sub-
6
section (e); and
7
(2) by inserting after subsection (c) the fol-
8
lowing:

‘‘(d) COMMON FEE SCHEDULE.—
10
‘‘(1) IN GENERAL.—Notwithstanding any other
11
provision of law, the Administrator of General Serv-
12
ices shall establish a common fee schedule for the
13
processing of applications under subsections (b)(1)
14
and (c).
15
‘‘(2) FEE GUIDELINES.—The application fees
16
established under paragraph (1) shall be—
17
‘‘(A) based on direct and actual cost recov-
18
ery; and
19
‘‘(B) competitively neutral with regard to
20
other users of the building or other property
21
owned by the Federal Government.

‘‘(3) EXCEPTIONS.—The Administrator of Gen-
23
eral Services may establish competitively neutral ex-
24
ceptions to the fee amounts established under para-
25
graph (1)—

‘‘(A) in consideration of the public benefit

provided by a grant of an easement, right-of-
2
way, or lease; and
3
‘‘(B) in the interest of expanding wireless
4
and broadband coverage.

‘‘(4) USE OF FEES COLLECTED.—Any fee col-
6
lected by an executive agency under this section
7
shall only be available to the extent, and in such
8
amounts, as are provided in advance in appropria-
9
tion Acts, to the agency to cover the costs of grant-
10
ing the easement, right-of-way, or lease.’’.

(b) DEADLINE.—The Administrator of General Serv-
12
ices shall establish the fee schedule required under section
13
6409(d) of the Middle Class Tax Relief and Job Creation
14
Act of 2012 (47 U.S.C. 1455(d)), as added by subsection
15
(a), not later than 30 days after the date of enactment
16
of this Act.
