A BILL
To require the Assistant Secretary of Commerce for Commu-
nications and Information to submit a plan to Congress
to track requests for communications use authorization
on Federal land.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Federal Broadband
4
Deployment Tracking Act’’.
5
SEC. 2. REPORT ON TRACKING FORM 299 REQUESTS.
6
(a) IN GENERAL.—Not later than 180 days after the
7
date of the enactment of this Act, the Assistant Secretary

shall submit to the appropriate committees of Congress
1
a report containing the elements described in subsection
2
(b).

(b) ELEMENTS DESCRIBED.—The elements described
4
in this subsection are the following:
5
(1) A plan describing how the Assistant Sec-
6
retary will track the acceptance, processing, and dis-
7
posal of a Form 299 submitted to the Secretary con-
8
cerned by a requesting party.
9
(2) A description of how the Assistant Sec-
10
retary would most expeditiously implement the plan
11
described in paragraph (1).
12
(3) A description of how the Assistant Sec-
13
retary may increase transparency to a requesting
14
party on the status of a Form 299 received by the
15
Secretary concerned.
16
(4) A description of any barriers the Assistant
17
Secretary determines could delay the implementation
18
of the plan described in paragraph (1).
19
(c) DEFINITIONS.—In this section:
20
(1)

GRESS.—The term ‘‘appropriate committees of Con-

gress’’ means—
23
(A) the Committee on Energy and Com-
24
merce of the House of Representatives; and

(B) the Committee on Commerce, Science,

and Transportation of the Senate.

(2) ASSISTANT SECRETARY.—The term ‘‘Assist-
3
ant Secretary’’ means the Assistant Secretary of
4
Commerce for Communications and Information.
5
(3) FORM 299.—The term ‘‘Form 299’’ means
6
the
form
developed
pursuant
to
section
7
6409(b)(2)(A) of the Middle Class Tax Relief and
8
Job
Creation
Act
of
2012
(47
U.S.C.
9
1455(b)(2)(A)), or any successor form.
10
(4) NATIONAL
FOREST
SYSTEM.—The term
11
‘‘National Forest System’’ has the meaning given
12
the term in section 11(a) of the Forest and Range-
13
land Renewable Resources Planning Act of 1974 (16
14
U.S.C. 1609(a)).
15
(5) PUBLIC
LAND.—The term ‘‘public land’’
16
means land under the management of—
17
(A) the Bureau of Land Management;
18
(B) the National Park Service;
19
(C) the United States Fish and Wildlife
20
Service; or
21
(D) the Bureau of Reclamation.
22
(6) SECRETARY CONCERNED.—The term ‘‘Sec-
23
retary concerned’’ means—
