Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE. 3 This Act may be cited as the ‘‘Library Stabilization 4 Fund Act’’. 5 SEC. 2. FUNDS FOR LIBRARY SERVICES AND TECHNOLOGY. 9 (a) IN GENERAL.—There is appropriated, out of 10 amounts in the Treasury not otherwise appropriated, 11 $200,000,000, to remain available until expended, to carry 12 out the Library Services and Technology Act (20 U.S.C. 13 9121 et seq.), as authorized under subtitle B of the Mu- 14 seum and Library Services Act (20 U.S.C. 9121 et seq.), 15 including for administrative costs authorized under section 16 210C of such Act (20 U.S.C. 9111), except that— 17 (1) section 221(b)(3)(A) of the Library Service 18 and Technology Act shall be applied by substituting 19 ‘‘$2,000,000’’ for ‘‘$680,000’’ and by substituting 20 ‘‘$200,000’’ for ‘‘$60,000’’; and 21 (2) section 221(b)(3)(C) and subsections (b) 22 and (c) of section 223 of such Act shall not apply 23 to funds provided under this section. 24 VerDate Sep 11 2014 18:08 Mar 10, 2021 Jkt 019200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H1003.IH H1003 pamtmann on DSKBC07HB2PROD with BILLS 3 •HR 1003 IH (b) USES OF FUNDS.—As authorized under the Li- 1 brary Services and Technology Act (20 U.S.C. 9121 et 2 seq.), funds provided under this section may be used for 3 activities such as— 4 (1) maintaining and enhancing library oper- 5 ations and services; 6 (2) offering greater access to technology 7 through libraries, including through expanding dig- 8 ital networks and connectivity, purchasing and lend- 9 ing hotspots and other technology, and purchasing 10 and making available digital content, resources, and 11 services; and 12 (3) ensuring training and technical support for 13 libraries, including to assist with the safe handling 14 of materials and the implementation, use, provision, 15 and retention of technology and services. 16 (c) EMERGENCY DESIGNATION.— 17 (1) IN GENERAL.—The amounts provided by 18 section are designated as an emergency requirement 19 pursuant to section 4(g) of the Statutory Pay-As- 20 You-Go Act of 2010 (2 U.S.C. 933(g)). 21 (2) DESIGNATION IN SENATE.—In the Senate, 22 this section is designated as an emergency require- 23 ment pursuant to section 4112(a) of H.
