A BILL
To direct the Federal Communications Commission to collect
and maintain data on the growth in the use of Internet
of Things devices and devices that use 5G mobile net-
works in order to determine the amount of electro-
magnetic spectrum required to meet the demand created
by such use, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘IoT Readiness Act of
4
2021’’.

SEC. 2. SENSE OF CONGRESS.

It is the sense of Congress that—
2
(1) Internet of Things device usage is a critical
3
component of the United States economy;
4
(2) Internet of Things device usage will con-
5
tinue to grow exponentially, and United States infra-
6
structure needs to be prepared for that growth;
7
(3) in order for the Federal Government to
8
properly address spectrum requirements, Congress
9
needs to understand the full scope of future spec-
10
trum demand; and
11
(4) the United States should further prepare its
12
infrastructure with comprehensive spectrum plan-
13
ning.

SEC. 3. TRACKING OF GROWTH OF INTERNET OF THINGS
15
AND 5G DEVICES BY FCC.

(a) COLLECTION AND MAINTENANCE OF DATA.—
17
The Commission shall collect and maintain data on the
18
growth in the use of Internet of Things devices and devices
19
that use 5G mobile networks in order to determine the
20
amount of electromagnetic spectrum required to meet the
21
demand created by such use.
22
(b) BIENNIAL REPORT TO CONGRESS.—Not later
23
than 180 days after the date of the enactment of this Act,
24
and not less frequently than every 2 years thereafter, the
25
Commission shall submit to Congress a report on the data

collected and maintained under subsection (a). Such re-
1
port shall contain—
2
(1) a determination by the Commission of the
3
amount of electromagnetic spectrum required to
4
meet the demand created by Internet of Things de-
5
vices and devices that use 5G mobile networks and
6
whether sufficient spectrum is available as of the
7
date of such report to meet such demand; and
8
(2) a determination by the Commission of—
9
(A) whether any growth is anticipated in
10
the use of Internet of Things devices or devices
11
that use 5G mobile networks; and
12
(B) if such growth is anticipated, the
13
amount of spectrum needed to meet the future
14
demand created by such growth.

SEC. 4. DEFINITIONS.

In this Act:
17
(1) COMMISSION.—The term ‘‘Commission’’
18
means the Federal Communications Commission, in
19
consultation with the Assistant Secretary of Com-
20
merce for Communications and Information.
21
(2) INTERNET OF THINGS DEVICE.—The term
22
‘‘Internet of Things device’’means a device that uses
