To amend the Child Abuse Prevention and Treatment Act to authorize the
Secretary of Health and Human Services to award grants for purposes
of reducing child abuse and neglect due to the substance use disorder
of a parent or caregiver.

To amend the Child Abuse Prevention and Treatment Act
to authorize the Secretary of Health and Human Serv-
ices to award grants for purposes of reducing child abuse
and neglect due to the substance use disorder of a parent
or caregiver.
Be it enacted by the Senate and House of Representa-

SECTION 1. REDUCING CHILD ABUSE AND NEGLECT DUE

TO THE SUBSTANCE USE DISORDER OF A

PARENT OR CAREGIVER.

Section 105(a) of the Child Abuse Prevention and

Treatment Act (42 U.S.C. 5106(a)) is amended by adding
5
at the end the following:

ββ(8) REDUCING CHILD ABUSE AND NEGLECT
7
DUE TO THE SUBSTANCE USE DISORDER OF A PAR-
8
ENT
OR
CAREGIVER.βThe Secretary may award
9
grants under this subsection to entities to carry out
10
activities to reduce child abuse and neglect due to
11
the substance use disorder of a parent or care-
12
giver.ββ.
