Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. EMERGENCY ASSISTANCE TO FAMILIES 3 THROUGH HOME VISITING PROGRAMS. 4 (a) SUPPLEMENTAL APPROPRIATION.—In addition to 5 amounts otherwise appropriated, out of any money in the 6 Treasury of the United States not otherwise appropriated, 7 there are appropriated to the Secretary of Health and 8 Human Services $150,000,000, to remain available 9 through September 30, 2022, to enable eligible entities to 10 VerDate Sep 11 2014 22:41 Mar 04, 2021 Jkt 019200 PO 00000 Frm 00001 Fmt 6652 Sfmt 6201 E:\BILLS\H926.IH H926 kjohnson on DSK79L0C42PROD with BILLS 2 •HR 926 IH conduct programs in accordance with section 511 of the 1 Social Security Act and subsection (c) of this section. 2 (b) ELIGIBILITY FOR FUNDS.—To be eligible to re- 3 ceive funds made available by subsection (a), an entity 4 shall— 5 (1) as of the date of the enactment of this sec- 6 tion, be conducting a program under section 511 of 7 the Social Security Act; 8 (2) ensure the modification of grants, contracts, 9 and other agreements, as applicable, executed under 10 section 511 of such Act under which the program is 11 conducted as are necessary to provide that, during 12 the period that begins with the date of the enact- 13 ment of this section and ends with the end of the 14 2nd succeeding fiscal year after the funds are 15 awarded, the entity shall— 16 (A) not reduce funding for, or staffing lev- 17 els of, the program on account of reduced en- 18 rollment in the program; and 19 (B) when using funds to provide emer- 20 gency supplies to eligible families receiving 21 grant services under section 511 of such Act, 22 ensure coordination with local diaper banks to 23 the extent practicable; and 24 VerDate Sep 11 2014 22:41 Mar 04, 2021 Jkt 019200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H926.IH H926 kjohnson on DSK79L0C42PROD with BILLS 3 •HR 926 IH (3) reaffirm that, in conducting the program, 1 the entity will focus on priority populations (as de- 2 fined in section 511(d)(4) of such Act). 3 (c) USES OF FUNDS.—An entity to which funds are 4 provided under this section may use the funds— 5 (1) to serve families with home visits or with 6 virtual visits, that may be conducted by the use of 7 electronic information and telecommunications tech- 8 nologies, in a service delivery model described in sec- 9 tion 511(d)(3)(A) of the Social Security Act; 10 (2) to pay hazard pay or other additional staff 11 costs associated with providing home visits or ad- 12 ministration for programs funded under section 511 13 of such Act; 14 (3) to train home visitors employed by the enti- 15 ty in conducting a virtual home visit and in emer- 16 gency preparedness and response planning for fami- 17 lies served, and may include training on how to safe- 18 ly conduct intimate partner violence screenings, and 19 training on safety and planning for families served 20 to support the family outcome improvements listed 21 in section 511(d)(2)(B) of such Act; 22 (4) for the acquisition by families served by 23 programs under section 511 of such Act of such 24 VerDate Sep 11 2014 22:41 Mar 04, 2021 Jkt 019200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H926.IH H926 kjohnson on DSK79L0C42PROD with BILLS 4 •HR 926 IH technological means as are needed to conduct and 1 support a virtual home visit; 2 (5) to provide emergency supplies (such as dia- 3 pers and diapering supplies including diaper wipes 4 and diaper cream, necessary to ensure that a child 5 using a diaper is properly cleaned and protected 6 from diaper rash, formula, food, water, hand soap 7 and hand sanitizer) to an eligible family (as defined 8 in section 511(k)(2) of such Act); 9 (6) to coordinate with and provide reimburse- 10 ment for supplies to diaper banks when using such 11 entities to provide emergency supplies specified in 12 paragraph (5); and 13 (7) to provide prepaid grocery cards to an eligi- 14 ble family (as defined in section 511(k)(2) of the So- 15 cial Security Act) participating in the maternal, in- 16 fant, and early childhood home visiting program 17 under section 511 of such Act for the purpose of en- 18 abling the family to meet the emergency needs of the 19 family. 20 Æ VerDate Sep 11 2014 22:41 Mar 04, 2021 Jkt 019200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6301 E:\BILLS\H926.IH H926 kjohnson on DSK79L0C42PROD with BILLS
