Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE. 3 This Act may be cited as the ‘‘Penny Plan to En- 4 hance Infrastructure Act of 2021’’. 5 SEC. 2. DISCRETIONARY SPENDING LIMIT FOR INFRA- 6 STRUCTURE SPENDING. 7 (a) DEFINITION.—Section 250(c)(4) of the Balanced 8 Budget and Emergency Deficit Control Act of 1985 (2 9 U.S.C. 900(c)(4)) is amended— by inserting after paragraph (8)(B) the fol- 18 lowing: 19 ‘‘(9) for fiscal year 2022— 20 ‘‘(A) for the revised security category 21 $645,325,600,000 in new budget authority; 22 ‘‘(B) for the revised
