Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE. 3 This Act may be cited as the ‘‘Artistic Recognition 4 for Talented Students Act’’ or the ‘‘ARTS Act’’. 5 SEC. 2. WAIVER OF FEES FOR WINNERS OF CERTAIN COM- 6 PETITIONS. 7 Section 708 of title 17, United States Code, is 8 amended by adding at the end the following new sub- 9 section: 10 VerDate Sep 11 2014 02:46 Jun 25, 2021 Jkt 019200 PO 00000 Frm 00001 Fmt 6652 Sfmt 6201 E:\BILLS\H704.PCS H704 kjohnson on DSK79L0C42PROD with BILLS 2 HR 704 PCS ‘‘(e)(1) In this subsection, the term ‘covered competi- 1 tion’ means— 2 ‘‘(A) an art competition sponsored by the Con- 3 gressional Institute that is open only to high school 4 students; and 5 ‘‘(B) the competition described in section 3 of 6 H. Res. 77, as adopted by the 113th Congress. 7 ‘‘(2) With respect to a work that wins a covered com- 8 petition, the Register of Copyrights— 9 ‘‘(A) shall waive the requirement under sub- 10 section (a)(1) with respect to an application for reg- 11 istration of a copyright claim for that work if that 12 application is filed not later than the last day of the 13 calendar year following the year in which the work 14 claimed by the application wins the covered competi- 15 tion (referred to in this paragraph as the ‘covered 16 year’); and 17 ‘‘(B) may waive the fee described in subpara- 18 graph (A) for an application filed after the end of 19 the covered year if the fee would have been waived 20 under that subparagraph had the application been 21 submitted before the last day of the covered year.’’. 22 Passed the House of Representatives June 23, 2021.
