Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE. 3 This Act may be cited as the ‘‘Union Accountability 4 Act’’. 5 SEC. 2. PROHIBITION ON CARRYING OUT EXECUTIVE 6 ORDER 14003. 7 (a) FINDINGS.—Congress finds the following: 8 (1) On January 22, 2021, President Biden 9 overturned four of former President Trump’s Execu- 10 VerDate Sep 11 2014 17:37 Feb 24, 2021 Jkt 019200 PO 00000 Frm 00001 Fmt 6652 Sfmt 6201 E:\BILLS\H814.IH H814 pamtmann on DSKBC07HB2PROD with BILLS 2 •HR 814 IH tive orders to limit collective bargaining and tax- 1 payer-funded union time. 2 (2) In 2019, bargaining unit employees spent 3 2,606,390 hours performing union-related duties 4 and cost the taxpayer $163,327,235.21. 5 (3) Federal agencies spent roughly $16 million 6 on salaries for union negotiators. 7 (4) In 2019, the operation of labor organiza- 8 tions costs the American taxpayer an additional 9 $28,340,193.73. 10 (b) PROHIBITION.— 11 (1) IN GENERAL.—The provisions of Executive 12 Order 14003 (86 Fed.
