A BILL
To amend the Public Health Service Act to provide for
the continued implementation of the Climate and Health
program by the Centers for Disease Control and Preven-
tion.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Climate and Health
4
Protection Act’’.

SEC. 2. CONTINUED IMPLEMENTATION OF THE CLIMATE

AND HEALTH PROGRAM.

Part B of title III of the Public Health Service Act
3
is amended by inserting after section 317U (42 U.S.C.
4
247b–23) the following new section:
5
‘‘SEC. 317V. CLIMATE AND HEALTH PROGRAM.
6
‘‘(a) IN GENERAL.—The Secretary, acting through
7
the Director of the Centers for Disease Control and Pre-
8
vention, shall continue to implement the Climate and
9
Health program carried out by the National Center for
10
Environmental Health (or successor program) for the fol-
11
lowing purposes:
12
‘‘(1) To translate climate change science to in-
13
form States, local health departments, and commu-
14
nities.
15
‘‘(2) To create decision support tools to build
16
capacity to prepare for climate change.
17
‘‘(3) To serve as a credible leader in planning
18
for the public health impacts of climate change.
19
‘‘(b) WRITTEN NOTIFICATION
TO CONGRESS.—In
20
the case of the establishment of any successor program
21
to the Climate and Health program referred to in sub-
22
section (a), the Secretary, acting through the Director of
23
the Centers for Disease Control and Prevention, shall sub-
24
mit to Congress a written notification of any transfer or

reprogramming of funds to establish such a successor pro-

gram.

‘‘(c) AUTHORIZATION OF APPROPRIATIONS.—

‘‘(1) IN GENERAL.—There are authorized to be
4
appropriated to carry out the program referred to in
5
subsection (a) $15,000,000 for fiscal year 2022 and
6
each fiscal year thereafter.
7
‘‘(2) LIMITATION.—None of the funds made
8
available under paragraph (1) may be transferred or
9
reprogrammed by the Secretary to carry out another
10
program administered by the Secretary.’’.
