duced the following bill; which was referred to the Committee on Trans-
portation and Infrastructure
A BILL
To direct the Administrator of the Federal Aviation Adminis-
tration to enter into appropriate arrangements with the
National Academies of Sciences, Engineering, and Medi-
cine to provide for a report on the health impacts of
air traffic noise and pollution, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Air Traffic Noise and
4
Pollution Expert Consensus Act of 2021’’.

SEC. 2. HEALTH IMPACTS OF AIR TRAFFIC NOISE AND POL-

LUTION.

(a) STUDY.—The Administrator of the Federal Avia-
3
tion Administration shall enter into appropriate arrange-
4
ments with the Health and Medicine Division of the Na-
5
tional Academies of Sciences, Engineering, and Medicine
6
under which the Division will—
7
(1) not later than 30 days after the date of en-
8
actment of this Act, convene a committee of experts
9
in health and environmental science to examine the
10
various health impacts of air traffic noise and pollu-
11
tion; and
12
(2) issue a corresponding expert consensus re-
13
port that sets forth current scientific knowledge re-
14
lating to the various health impacts of air traffic
15
noise and pollution.
16
(b) REPORT.—Upon completion of the consensus re-
17
port, the Division shall transmit the report to—
18
(1) the Administrator;
19
(2) the Secretary of Health and Human Serv-
20
ices;
21
(3) the Administrator of the Environmental
22
Protection Agency;
23
(4) the Committee on Transportation and In-
24
frastructure and the Committee on Oversight and
25
Reform of the House of Representatives; and
