SHORT TITLE. 1 This Act may be cited as the ‘‘Cerro de la Olla Wil- 2 derness Establishment Act’’. 3 SEC. 2. DESIGNATION OF CERRO DE LA OLLA WILDERNESS. 4 (a) IN GENERAL.—Section 1202 of the John D. Din- 5 gell, Jr. Conservation, Management, and Recreation Act 6 (16 U.S.C. 1132 note; Public Law 116–9; 133 Stat. 651) 7 is amended— 8 (1) in the section heading, by striking ‘‘CERRO 9 DEL YUTA AND RI´O SAN ANTONIO’’ and inserting 10 ‘‘RI´O GRANDE DEL NORTE NATIONAL MONU- 11 MENT’’; 12 (2) in subsection (a), by striking paragraph (1) 13 and inserting the following: 14 ‘‘(1) MAP.—The term ‘map’ means— 15 ‘‘(A) for purposes of subparagraphs (A) 16 and (B) of subsection (b)(1), the map entitled 17 ‘Rı´o Grande del Norte National Monument Pro- 18 posed Wilderness Areas’ and dated July 28, 19 2015; and 20 ‘‘(B) for purposes of subsection (b)(1)(C), 21 the map entitled ‘Proposed Cerro de la Olla 22 Wilderness and Rı´o Grande del Norte National 23 Monument Boundary’ and dated January 28, 24 2021 April 25, 2022.’’; and 25 (3) in subsection (b)— 26 VerDate Sep 11 2014 00:01 Sep 22, 2022 Jkt 029200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\S177.RS S177 kjohnson on DSK79L0C42PROD with BILLS 3 •S 177 RS (A) in paragraph (1), by adding at the end 1 the following: 2 ‘‘(C) CERRO DE LA OLLA WILDERNESS.— 3 Certain Federal land administered by the Bu- 4 reau of Land Management in Taos County, 5 New Mexico, comprising approximately 13,103 6 13,098 acres as generally depicted on the map, 7 which shall be known as the ‘Cerro de la Olla 8 Wilderness’.’’; 9 (B) in paragraph (4), in the matter pre- 10 ceding subparagraph (A), by striking ‘‘this Act’’ 11 and inserting ‘‘this Act (including a reserve com- 12 mon grazing allotment)’’; 13 (B)(C) in paragraph (7)— 14 (i) by striking ‘‘map and’’ each place 15 it appears and inserting ‘‘maps and’’; and 16 (ii) in subparagraph (B), by striking 17 ‘‘the legal description and map’’ and in- 18 serting ‘‘the maps or legal descriptions’’; 19 and 20 (C)(D) by adding at the end the following: 21 ‘‘(12) WILDLIFE WATER DEVELOPMENT 22 PROJECTS IN CERRO DE LA OLLA WILDERNESS.— 23 ‘‘(A) IN GENERAL.—Subject to subpara- 24 graph (B) and in accordance with section 4(c) 25 VerDate Sep 11 2014 00:01 Sep 22, 2022 Jkt 029200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\S177.RS S177 kjohnson on DSK79L0C42PROD with BILLS 4 •S 177 RS of the Wilderness Act (16 U.S.C. 1133(c)), the 1 Secretary may authorize the maintenance of 2 any structure or facility in existence on the date 3 of enactment of this paragraph for wildlife 4 water development projects (including guzzlers) 5 in the Cerro de la Olla Wilderness if, as deter- 6 mined by the Secretary— 7 ‘‘(i) the structure or facility would en- 8 hance wilderness values by promoting 9 healthy, viable, and more naturally distrib- 10 uted wildlife populations; and 11 ‘‘(ii) the visual impacts of the struc- 12 ture or facility on the Cerro de la Olla Wil- 13 derness can reasonably be minimized. 14 ‘‘(B) COOPERATIVE AGREEMENT.—Not 15 later than 1 year after the date of enactment of 16 this paragraph, the Secretary shall enter into a 17 cooperative agreement with the State of New 18 Mexico that specifies, subject to section 4(c) of 19 the Wilderness Act (16 U.S.C. 1133(c)), the 20 terms and conditions under which wildlife man- 21 agement activities in the Cerro de la Olla Wil- 22 derness may be carried out.’’. 23 (b) CLERICAL AMENDMENT.—The table of contents 24 for the John D.
