authorize
the
appropriation
of
an
additional
$10,000,000,000 to secure critical materials and supplies
to combat the COVID–19 pandemic.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. AUTHORIZATION OF APPROPRIATIONS TO SE-

CURE CRITICAL MATERIALS AND SUPPLIES
4
TO COMBAT COVID–19 PANDEMIC.

(a) IN GENERAL.—There are authorized to be appro-
6
priated to the Secretary of Health and Human Services
7
for fiscal year 2021 $10,000,000,000 to secure critical
8
materials and supplies to combat the coronavirus disease

2019 (commonly referred to as ‘‘COVID–19’’) pandemic,
1
including through efforts to expand domestic capacity to
2
manufacture such supplies through the use of authorities
3
available under the Defense Production Act of 1950 (50
4
U.S.C. 4501 et seq.).
5
(b) COORDINATION OF USE OF FUNDS.—In obli-
6
gating and expending amounts authorized to be appro-
7
priated by subsection (a), the Secretary of Health and
8
Human Services shall coordinate with the Secretary of De-
9
fense and the Secretary of Homeland Security.

(c) SUPPLEMENT NOT SUPPLANT.—Amounts au-
11
thorized to be appropriated by subsection (a) shall supple-
12
ment and not supplant other amounts authorized to be
13
appropriated to secure critical materials and supplies to
14
combat the COVID–19 pandemic.
