SHORT TITLE. 1 This Act may be cited as the ‘‘Officer Brian D. 2 Sicknick Congressional Gold Medal Act’’. 3 SEC. 2. FINDINGS. 4 The Congress finds the following: 5 (1) The United States Capitol is the most rec- 6 ognizable symbol of liberty and democracy through- 7 out the world and those who guard the Capitol 8 guard our freedom. 9 (2) Officer Brian D. Sicknick sacrificed his life 10 to protect the lives of hundreds of staff and Mem- 11 bers of Congress. 12 (3) Officer Brian D. Sicknick was the youngest 13 of three sons. 14 (4) Officer Brian D. Sicknick graduated from 15 high school in 1997 and joined the New Jersey Air 16 National Guard the same year. 17 (5) Officer Brian D. Sicknick was deployed 18 overseas to Saudi Arabia in Operation Southern 19 Watch in 1999 and to Kyrgyzstan in support of the 20 war in Afghanistan. 21 (6) Officer Brian D. Sicknick was honorably 22 discharged in 2003. 23 (7) Officer Brian D. Sicknick most recently 1 served in the United States Capitol Police’s First 2 Responder’s Unit. 3 (9) Officer Brian D. Sicknick responded to the 4 riots on Wednesday, January 6, 2021. 5 (10) Officer Brian D. Sicknick was injured 6 while physically engaging with rioters and ultimately 7 succumbed to his injuries on January 7, 2021. 8 (11) Officer Brian D. Sicknick was the fourth 9 United States Capitol Police officer in history to be 10 killed in the line of duty. 11 SEC. 3. CONGRESSIONAL GOLD MEDAL. 12 (a) PRESENTATION AUTHORIZED.—The Speaker of 13 the House of Representatives and the President pro tem- 14 pore of the Senate shall make appropriate arrangements 15 for the presentation, on behalf of the Congress, of a gold 16 medal of appropriate design in commemoration of Officer 17 Brian D. Sicknick, for giving his life to protect the Capitol 18 and the Members and staff of Congress on January 6, 19 2021. 20 (b) DESIGN AND STRIKING.—For the purposes of the 21 presentation referred to in subsection (a), the Secretary 22 of the Treasury (referred to in this Act as the ‘‘Sec- 23 retary’’) shall strike the gold medal with suitable emblems, 24 VerDate Sep 11 2014 03:25 Mar 02, 2021 Jkt 019200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H622.IH H622 pbinns on DSKJLVW7X2PROD with BILLS 4 •HR 622 IH devices, and inscriptions, to be determined by the Sec- 1 retary. 2 (c) TRANSFER OF MEDAL.—Following the award of 3 the gold medal under subsection (a), the gold medal shall 4 be given to Officer Brian D. Sicknick’s parents, Charles 5 and Gladys Sicknick. 6 SEC. 4. DUPLICATE MEDALS. 7 The Secretary may strike and sell duplicates in 8 bronze of the gold medal struck pursuant to section 3 9 under such regulations as the Secretary may prescribe, at 10 a price sufficient to cover the cost thereof, including labor, 11 materials, dies, use of machinery, and overhead expenses, 12 and the cost of the gold medal. 13 SEC. 5.
