117TH CONGRESS 1ST SESSION S. 35 AN ACT To award a Congressional Gold Medal to Officer Eugene Goodman. Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 2 † S 35 ES SECTION 1. SHORT TITLE. 1 This Act may be cited as the ‘‘Officer Eugene Good- 2 man Congressional Gold Medal Act’’. 3 SEC. 2. FINDINGS. 4 The Congress finds the following: 5 (1) On January 6, 2021, the United States 6 Capitol Building was attacked by armed insurrec- 7 tionists. 8 (2) Members of the United States Capitol Po- 9 lice force were overrun and insurrectionists breached 10 the Capitol at multiple points. 11 (3) Around 2:14 in the afternoon, United 12 States Capitol Police Officer Eugene Goodman con- 13 fronted an angry group of insurrectionists who un- 14 lawfully entered the Capitol, according to video foot- 15 age taken by Igor Bobic, a reporter with the Huff- 16 ington Post. 17 (4) Officer Goodman, alone, delayed the mob’s 18 advance towards the United States Senate Chamber 19 and alerted his fellow officers to the location of the 20 insurrectionists. 21 (5) Upon reaching a second floor corridor, Offi- 22 cer Goodman noticed the entrance to the Senate 23 Chamber was unguarded. 24 (6) As the mob approached, Officer Goodman 25 intentionally diverted attention away from the Sen- 26 3 † S 35 ES ate entrance and led the mob to an alternate loca- 1 tion and additional awaiting officers. 2 (7) At 2:15 in the afternoon, a Washington 3 Post reporter from inside the Senate Chamber noted 4 ‘‘Senate sealed’’ with Senators, staff, and members 5 of the press inside. 6 (8) Officer Eugene Goodman’s selfless and 7 quick-thinking actions doubtlessly saved lives and 8 bought security personnel precious time to secure 9 and ultimately evacuate the Senate before the armed 10 mob breached the Chamber. 11 (9) Amidst a shocking, unpatriotic attack on 12 the Capitol, Officer Goodman’s heroism is recognized 13 not only by Members of Congress and staff but also 14 by the people of the United States they represent. 15 (10) By putting his own life on the line and 16 successfully, single-handedly leading insurrectionists 17 away from the floor of the Senate Chamber, Officer 18 Eugene Goodman performed his duty to protect the 19 Congress with distinction, and by his actions, Officer 20 Goodman left an indelible mark on American his- 21 tory. 22 (11) Officer Goodman’s actions exemplify the 23 heroism of the many men and women who risked 24 their lives to defend the Capitol on January 6, 2021. 25 4 † S 35 ES SEC. 3. CONGRESSIONAL GOLD MEDAL. 1 (a) PRESENTATION AUTHORIZED.—The Speaker of 2 the House of Representatives and the President pro tem- 3 pore of the Senate shall make appropriate arrangements 4 for the presentation, on behalf of the Congress, of a gold 5 medal of appropriate design to Officer Eugene Goodman. 6 (b) DESIGN AND STRIKING.— 7 (1) IN GENERAL.—For the purposes of the 8 presentation referred to in subsection (a), the Sec- 9 retary of the Treasury (referred to in this Act as the 10 ‘‘Secretary’’) shall strike the gold medal with suit- 11 able emblems, devices, and inscriptions, to be deter- 12 mined by the Secretary. 13 (2) IMAGE AND NAME.—The design shall bear 14 an image of, and inscription of the name of, Officer 15 Eugene Goodman. 16 SEC. 4. DUPLICATE MEDALS. 17 The Secretary may strike and sell duplicates in 18 bronze of the gold medal struck pursuant to section 3 19 under such regulations as the Secretary may prescribe, at 20 a price sufficient to cover the cost thereof, including labor, 21 materials, dies, use of machinery, and overhead expenses. 22 SEC. 5. STATUS OF MEDALS. 23 (a) NATIONAL MEDALS.—The medals struck pursu- 24 ant to this Act are national medals for purposes of chapter 25 51 of title 31, United States Code. 26 5 † S 35 ES (b) NUMISMATIC ITEMS.—For purposes of section 1 5134 of title 31, United States Code, all medals struck 2 under this Act shall be considered to be numismatic items. 3 Passed the Senate February 12, 2021.
