bill; which was referred to the Committee on Foreign Affairs
A BILL
To direct the Secretary of State to establish a unit within
the Office of the Inspector General to audit United
States contributions to multilateral and international or-
ganizations, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. AUDIT OF UNITED STATES CONTRIBUTIONS TO
3
MULTILATERAL AND INTERNATIONAL ORGA-
4
NIZATIONS.
5
(a) IN GENERAL.—Not later than 30 days after the
6
date of the enactment of this section, the Secretary shall
7
establish within the Office of Audits of the Office of the

Inspector General of the Department of State a unit to
1
be known as the ‘‘Unit to Audit US Contributions to Mul-
2
tilateral and International Organizations’’.

(b) ANNUAL AUDIT.—
4
(1) IN GENERAL.—Not later than December 31
5
of each year, the unit established pursuant to sub-
6
section (a) shall submit to the Secretary an audit of
7
United States contributions to multilateral and
8
international organizations during the immediately
9
preceding fiscal year.
10
(2) ELEMENTS.—Each audit under paragraph
11
(1) shall include the following:
12
(A) Information relating to—
13
(i) the aggregate amount of United
14
States contributions to recipient multilat-
15
eral and international organizations; and
16
(ii) the purposes for each such con-
17
tribution.
18
(B) An analysis relating to—
19
(i) whether each such organization
20
achieved the purpose for the contributions;
21
(ii) fraud, waste, or abuse of such
22
contributions by each such organization;
23
and

(iii) whether the contributions re-
1
ceived by each such organization were in
2
turn provided directly or indirectly to—
3
(I) the People’s Republic of
4
China;
5
(II) the Russian Federation;
6
(III) the Islamic Republic of
7
Iran;
8
(IV) the Democratic People’s Re-
9
public of Korea;
10
(V) the Bolivarian Republic of
11
Venezuela;
12
(VI) the Syrian Arab Republic;
13
or
14
(VII) an organization designated
15
as a foreign terrorist organization
16
pursuant to section 219 of the Immi-
17
gration and Nationality Act (8 U.S.C.
18
1189).

(c) REPORT.—Not later than 30 days after the re-
20
ceipt of each audit under subsection (a), the Secretary
21
shall submit to the appropriate congressional committees
22
a report based on the information and analysis in each
23
such audit.

(d) LIMITATION.—No additional appropriations are
1
authorized to carry out this section, which shall be carried
2
out using amounts otherwise authorized to be appro-
3
priated to the Department of State.

(e) DEFINITIONS.—In this section:
5
(1) APPROPRIATE
CONGRESSIONAL
COMMIT-
6
TEES.—the term ‘‘appropriate congressional commit-
7
tees’’ means—
8
(A) the Committee on Foreign Affairs in
9
the House of Representatives; and
10
(B) the Committee on Foreign Relations in
11
the Senate.
12
(2) SECRETARY.—The term ‘‘Secretary’’ means
13
the Secretary of State.
