Mr. SCOTT of South Carolina introduced the following bill; which was read
twice and referred to the Committee on Rules and Administration
A BILL
To authorize the use of the rotunda of the Capitol for a
memorial service in honor of United States Capitol Police
Officer Brian Sicknick for his courage and sacrifice at
the United States Capitol on January 6, 2021, and for
other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. AUTHORIZING USE OF ROTUNDA OF THE CAP-

ITOL FOR MEMORIAL SERVICE FOR OFFICER
4
BRIAN SICKNICK.

To the extent that security conditions permit (as de-
6
termined by the Capitol Police Board), the rotunda of the

Capitol is authorized to be used for a memorial service

and proceedings related thereto, including lying in honor
2
in the rotunda, for Officer Brian Sicknick of the United
3
States Capitol Police on Wednesday, February 3, 2021,
4
at 10:00 a.m. under the direction of the Capitol Police
5
Board.

SEC. 2. PLACEMENT OF PLAQUE IN CAPITOL IN MEMORY
7
OF OFFICER BRIAN SICKNICK.

The Architect of the Capitol shall place a plaque in
9
honor of the memory of Officer Brian Sicknick of the
10
United States Capitol Police at an appropriate site in the
11
United States Capitol near the Capitol steps, with the ap-
12
proval of the Speaker of the House of Representatives and
13
the President pro tempore of the Senate.

SEC. 3. PAYMENT OF FUNERAL EXPENSES FOR OFFICER
15
BRIAN SICKNICK.

(a) FUNERAL EXPENSES.β
17
(1) AUTHORIZATION OF PAYMENT.βThe Ser-
18
geant at Arms of the House of Representatives and
19
the Sergeant at Arms and Doorkeeper of the Senate
20
are authorized and directed to make such arrange-
21
ments as may be necessary for funeral services in
22
the Capitol Complex for Officer Brian Sicknick of
23
the United States Capitol Police, including payments
24
for travel expenses of immediate family members,

subject to the approval of the heirs of Officer

Sicknick.

(2) SOURCE
AND
MANNER
OF
PAYMENTS.β

Payments under this subsection shall be made using
4
vouchers in a manner directed jointly by the Com-
5
mittee on House Administration of the House of
6
Representatives and the Committee on Rules and
7
Administration of the Senate, and shall be derived in
8
equal portions from the applicable accounts of the
9
House of Representatives and the contingent fund of
10
the Senate.

(b) ATTENDANCE OF MEMBERS OF CONGRESS.β
12
(1) MEMBERS OF THE HOUSE OF REPRESENTA-
13
TIVES.βThe Sergeant at Arms of the House of Rep-
14
resentatives shall make arrangements for the attend-
15
ance of Members of the House of Representatives
16
(including Delegates and the Resident Commissioner
17
to the Congress) at the funeral services held under
18
this section, including payments for expenses in-
19
curred by Members in attending such services. Such
20
payments shall be made from the applicable ac-
21
counts of the House of Representatives, using vouch-
22
ers approved in a manner directed by the Committee
23
on House Administration of the House of Represent-
24
atives.

(2) SENATORS.βThe Sergeant at Arms and

Doorkeeper of the Senate shall make arrangements
2
for the attendance of Senators at the funeral serv-
3
ices held under this section, including payments for
4
expenses incurred by Senators in attending such
5
services. Such payments shall be made from the con-
6
tingent fund of the Senate, using vouchers approved
7
in a manner directed by the Committee on Rules
8
and Administration of the Senate.

SEC. 4. UNITED STATES CAPITOL POLICE MEMORIAL FUND.

The second sentence of section 1 of Public Law 105β
11
223 (2 U.S.C. 1951) is amended by inserting after
12
ββ2017,ββ the following: ββand amounts received in response
13
to the attack on the United States Capitol on January
14
6, 2021,ββ.
