SCOTT of Florida, Mrs. FISCHER, Mr. KENNEDY, Mr. TILLIS, Mrs. CAP-
ITO, Mr. YOUNG, Mr. BRAUN, Mr. PAUL, Mr. COTTON, Mr. BURR, Mr.

A BILL
To restrict the availability of Federal funds to organizations
associated with the abortion industry.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Protecting Life in For-
4
eign Assistance Act’’.

SEC. 2. RESTRICTION ON AVAILABILITY OF FEDERAL

FUNDS.
2
(a) IN GENERAL.—Notwithstanding any other provi-
3
sion of law, Federal funds may not be made available for
4
purposes outside of the United States (including its terri-
5
tories and possessions) to—
6
(1) any foreign nonprofit organization, foreign
7
nongovernmental organization, foreign multilateral
8
organization, or foreign quasi-autonomous non-
9
governmental organization that—
10
(A) performs or promotes abortions, in-
11
cluding providing referrals, counseling, lob-
12
bying, and training relating to abortions;
13
(B) furnishes or develops any item in-
14
tended to procure abortions; or
15
(C) provides financial support to—
16
(i) any entity that conducts any of the
17
activities described in subparagraph (A) or
18
(B); or
19
(ii) any entity described in paragraph
20
(2); or
21
(2) any domestic nonprofit organization or do-
22
mestic nongovernmental organization that—
23
(A) performs abortions;
24
(B) furnishes or develops any item in-
25
tended to procure abortions;

(C) within the scope of any program or ac-
1
tivity that receives Federal funds—
2
(i) performs or promotes abortions,
3
including providing referrals, counseling,
4
lobbying, and training relating to abor-
5
tions; or
6
(ii) fails to maintain a complete phys-
7
ical and financial separation from activities
8
described in clause (i) and such failure in-
9
cludes co-locating such a program or activ-
10
ity at any site where activities described in
11
clause (i) are conducted; or
12
(D) provides financial support to—
13
(i) any entity that conducts activities
14
described in subparagraph (A), (B), or (C);
15
or
16
(ii) any entity described in paragraph
17
(1).

(b) INCLUSIONS.—The prohibitions described in sub-
19
section (a) include the transfer of Federal funds and goods
20
financed with such funds.
