To prohibit the use of funds to provide for the United
States to become a party to the Paris Agreement.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Paris Climate Accord
4
Accountability Act’’.

SEC. 2. PROHIBITION ON USE OF FUNDS TO PROVIDE FOR

THE UNITED STATES TO BECOME A PARTY TO

THE PARIS AGREEMENT.

Notwithstanding any other provision of law, no funds
4
are authorized to be appropriated, obligated, or expended
5
to take any action to provide for the United States to be-
6
come a party to the Paris Agreement unless the Senate
7
provides its advice and consent to ratification of the Paris
8
Agreement.

SEC. 3. PARIS AGREEMENT DEFINED.

In this Act, the term ‘‘Paris Agreement’’ means the
11
decision by the United Nations Framework Convention on
12
Climate Change’s 21st Conference of Parties in Paris,
13
France, adopted December 12, 2015.
