SHORT TITLE. 1 This Act may be cited as the ‘‘FEMA Empowering 2 Essential Deliveries Act’’ or the ‘‘FEED Act’’. 3 SEC. 2. STATE AND LOCAL PLANS FOR MEAL DELIVERY. 4 (a) IN GENERAL.—During the period following the 5 emergency declaration issued by the President on March 6 13, 2020, pursuant to section 501(b) of the Robert T. 7 Stafford Disaster Relief and Emergency Assistance Act 8 (42 U.S.C. 5191(b)), and under any subsequent major dis- 9 aster declaration under section 401 of such Act (42 U.S.C. 10 5170) that supersedes such emergency declaration, the 11 Administrator of the Federal Emergency Management 12 Agency may approve plans from State, local, and Indian 13 tribal governments that meet the requirements of sub- 14 section (b). 15 (b) REQUIREMENTS.—To be eligible to provide food 16 services set forth in this subsection, a State, local, or In- 17 dian tribal government shall establish a network to coordi- 18 nate food distribution and delivery that includes a detailed 19 plan to— 20 (1) establish contracts with small and mid-sized 21 restaurants and non-profits, including faith-based 22 organizations and soup kitchens to prepare healthy 23 meals for people in need; and 24 (2) partner with non-profit organizations, in- 25 cluding faith-based organizations and soup kitchens 26 VerDate Sep 11 2014 23:22 Feb 03, 2021 Jkt 019200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\S19.IS S19 kjohnson on DSK79L0C42PROD with BILLS 3 •S 19 IS to purchase directly from food producers and farm- 1 ers. 2 (c) WAIVER OF MATCHING REQUIREMENTS.—During 3 the period referred to in subsection (a), the Administrator 4 of the Federal Emergency Management Agency shall 5 waive the matching requirements in sections 403(b) and 6 503(a) of the Robert T.
