Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. TREATY OBLIGATIONS. 1 No action may be taken to carry out the goals of the 2 Paris Agreement, including any action, agenda, agree- 3 ment, platform, or plan, unless the Senate first adopts a 4 resolution of advice and consent to ratification of the Paris 5 Agreement. 6 SEC. 3. PROHIBITION ON USE OF FUNDS TO ADVANCE THE 7 PARIS AGREEMENT. 8 Notwithstanding any other provision of law and sec- 9 tion 2, no funds are authorized to be appropriated, obli- 10 gated, or expended to take any action to advance the Paris 11 Agreement. 12 SEC. 4.
