Mr. KRISHNAMOORTHI introduced the following bill; which was referred to the
Committee on Education and Labor
A BILL
To amend the Higher Education Act of 1965 to create
a reduction schedule for public service loan forgiveness,
and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ββPublic Service Appre-
4
ciation Through Loan Forgiveness Actββ.
5
SEC. 2. DEPARTMENT ACTIVITIES.
6
Not later than 180 days after the date of the enact-
7
ment of this Act, the Secretary of Education shallβ
8
(1) develop informational materials with respect
9
to the eligibility requirements of the public service

loan forgiveness program under section 455(m) of
1
the Higher Education Act of 1965 (20 U.S.C.
2
1087e(m));
3
(2) make such informational materials available
4
on the website of the Department of Education;
5
(3) conduct outreach to not-for-profit institu-
6
tions and government organizations that regularly
7
employ individuals eligible for such public service
8
loan forgiveness program benefits to inform such in-
9
stitutions and organization of such informational
10
materials; and
11
(4) establish an online portal for borrowers to
12
submit employment certification forms to certify em-
13
ployment in a public service job (as defined in such
14
section 455(m)(3)).

SEC. 3. PUBLIC SERVICE LOAN FORGIVENESS REDUCTION
16
SCHEDULE.

Section 455(m) of the Higher Education Act of 1965
18
(20 U.S.C. 1087e(m)) is amended by adding at the end
19
the following:

ββ(5) REDUCTION SCHEDULE.β
21
ββ(A) 10 PERCENT
CANCELLATION.βThe
22
Secretary shall cancel 10 percent of the balance
23
of interest and principal due on any eligible

described in paragraph (1)(A);

ββ(ii) is employed in a public service

job at the time of such cancellation; and

ββ(iii) has been employed in a public

service job during the period in which the

borrower makes each of the 48 payments

described in clause (i).

ββ(B) 20 PERCENT

ββ(i) has made 72 monthly payments

described in paragraph (1)(A);

job at the time of such cancellation; and

ββ(iii) has been employed in a public

service job during the period in which the

borrower makes each of the 72 payments

described in clause (i).

ββ(C) 50 PERCENT
CANCELLATION.βThe

ββ(i) under each of subparagraphs (A),

(B), and (C) of this paragraph; and

ββ(ii) under paragraph (1).ββ.
