JOINT RESOLUTION
Proposing an amendment to the Constitution of the United
States protecting the right of citizens to vote.
Resolved by the Senate and House of Representatives

of the United States of America in Congress assembled
2
(two-thirds of each House concurring therein), That the fol-
3
lowing article is proposed as an amendment to the Con-
4
stitution of the United States, which shall be valid to all
5
intents and purposes as part of the Constitution when
6
ratified by the legislatures of three-fourths of the several
7
States within seven years after the date of its submission
8
for ratification:

‘‘ARTICLE —

‘‘SEC. 1. The right of a citizen of the United States,
2
who is 18 years of age or older, to vote, shall not be denied
3
or abridged by the United States or by any State, unless,
4
at the time of an election, such citizen is serving a sen-
5
tence of imprisonment for a felony in a correctional facil-
6
ity.
7
‘‘SEC. 2. The Congress shall have power to enforce
8
this article by appropriate legislation.’’.
