A BILL
To authorize the National Medal of Honor Museum Founda-
tion to establish a commemorative work in the District
of Columbia and its environs, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘National Medal of
4
Honor Monument Act’’.
5
SEC. 2. AUTHORIZATION TO ESTABLISH COMMEMORATIVE
6
WORK.

(a) IN GENERAL.—The National Medal of Honor
8
Museum Foundation may establish a commemorative work

on Federal land in the District of Columbia and its envi-

rons to honor the extraordinary acts of valor, selfless serv-
2
ice, and sacrifice displayed by Medal of Honor recipients.

(b) COMPLIANCE WITH STANDARDS FOR COMMEMO-
4
RATIVE WORKS.—The establishment of the commemora-
5
tive work under this section shall be in accordance with
6
chapter 89 of title 40, United States Code (commonly
7
known as the ‘‘Commemorative Works Act’’).

(c) PROHIBITION
ON
THE
USE
OF
FEDERAL
9
FUNDS.—
10
(1) IN GENERAL.—Federal funds may not be
11
used to pay any expense of the establishment of the
12
commemorative work under this section.
13
(2) RESPONSIBILITY OF THE NATIONAL MEDAL
14
OF
HONOR
MUSEUM
FOUNDATION.—The National
15
Medal of Honor Museum Foundation shall be solely
16
responsible for acceptance of contributions for, and
17
payment of the expenses of, the establishment of the
18
commemorative work under this section.

(d) DEPOSIT OF EXCESS FUNDS.—
20
(1) IN GENERAL.—If, on payment of all ex-
21
penses for the establishment of the commemorative
22
work under this section (including the maintenance
23
and preservation amount required by section
24
8906(b)(1) of title 40, United States Code), there

remains a balance of funds received for the estab-
1
lishment of the commemorative work, the National
2
Medal of Honor Museum Foundation shall transmit
3
the amount of the balance to the Secretary of the
4
Interior for deposit in the account provided for in
5
section 8906(b)(3) of that title.

(2) ON EXPIRATION OF AUTHORITY.—If, on ex-
7
piration of the authority for the commemorative
8
work under section 8903(e) of title 40, United
9
States Code, there remains a balance of funds re-
10
ceived for the establishment of the commemorative
11
work under this section, the National Medal of
12
Honor Museum Foundation shall transmit the
13
amount of the balance to a separate account with
14
the National Park Foundation for memorials, to be
15
available to the Secretary of the Interior or the Ad-
16
ministrator of General Services, as appropriate, in
17
accordance with the process provided in paragraph
18
(4) of section 8906(b) of that title for accounts es-
19
tablished under paragraph (2) or (3) of that section.
