DHS CYBERSECURITY ON-THE-JOB TRAINING AND 1 EMPLOYMENT APPRENTICE PROGRAM. 2 (a) IN GENERAL.—Subtitle C of title II of the Home- 3 land Security Act of 2002 (6 U.S.C. 141 et seq.) is amend- 4 ed by adding at the end the following new section: 5 ‘‘SEC. 230A. DHS CYBERSECURITY ON-THE-JOB TRAINING 6 AND EMPLOYMENT APPRENTICE PROGRAM. 7 ‘‘(a) IN GENERAL.—Not later than 18 months after 8 the date of the enactment of this Act, the Secretary shall 9 establish a ‘DHS Cybersecurity On-the-Job Training and 10 Employment Apprentice Program’ (in this section referred 11 to as the ‘Program’) to identify Department employees for 12 work in matters relating to cybersecurity at the Depart- 13 ment. The Program shall be led by the Under Secretary 14 responsible for overseeing critical infrastructure protec- 15 tion, cybersecurity, and other related programs of the De- 16 partment pursuant to section 103(a)(1)(H). The Secretary 17 may provide such Under Secretary with such officers or 18 employees of the Department as are necessary to carry 19 out the Program. 20 ‘‘(b) DUTIES.—In carrying out the Program under 21 subsection (a), the Under Secretary referred to in such 22 subsection shall— 23 ‘‘(1) submit to the Secretary a monthly report 24 on the status of vacancies in cybersecurity positions 25 throughout the Department; 26 VerDate Sep 11 2014 18:07 Jan 27, 2021 Jkt 019200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H117.IH H117 pamtmann on DSKBC07HB2PROD with BILLS 3 •HR 117 IH ‘‘(2) identify diagnostic tools that can accu- 1 rately and reliably measure an individual’s capacity 2 to perform cybersecurity related jobs or serve in po- 3 sitions associated with network or computing secu- 4 rity; 5 ‘‘(3) in consultation with relevant Department 6 component heads, identify a roster of positions that 7 may be a good fit for the Program and make rec- 8 ommendations to the Secretary relating to such 9 identified positions; 10 ‘‘(4) develop a curriculum for the Program, 11 which may include distance learning instruction, in- 12 classroom instruction within a work location, on-the- 13 job instruction under the supervision of experienced 14 cybersecurity staff, or other means of training and 15 education as determined appropriate by the Sec- 16 retary; 17 ‘‘(5) recruit individuals employed by the De- 18 partment to participate in the Program; 19 ‘‘(6) determine the best means for training and 20 retention of Department employees enrolled in the 21 Program; 22 ‘‘(7) maintain an accurate numeration and de- 23 scription of all filled and unfilled cybersecurity posi- 24 VerDate Sep 11 2014 18:07 Jan 27, 2021 Jkt 019200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H117.IH H117 pamtmann on DSKBC07HB2PROD with BILLS 4 •HR 117 IH tions within the Department by office and compo- 1 nent; 2 ‘‘(8) keep up-to-date a roster of open positions 3 relating to cybersecurity, as determined and ap- 4 proved by the Secretary, and the skills applicants 5 must attain to qualify to fill such positions; 6 ‘‘(9) maintain information on individuals en- 7 rolled in the Program; and 8 ‘‘(10) annually submit to the Committee on 9 Homeland Security of the House of Representatives 10 and the Committee on Homeland Security and Gov- 11 ernmental Affairs of the Senate a report containing 12 information relating to the duties specified in this 13 subsection.’’. 14 (b) CLERICAL AMENDMENT.—The table of contents 15 in section 1(b) of the Homeland Security Act of 2002 is 16 amended by inserting after the item relating to section 17 230 the following new item: 18 ‘‘Sec. 230A. DHS Cybersecurity On-the-Job Training and Employment Ap- prentice Program.’’.
