What This Bill Does
This bill amends the FAA Reauthorization Act of 2018 to extend and expand aviation workforce development programs. It creates new grant programs to help develop workers in aviation manufacturing and supplier industries and to establish partnerships between aviation companies, schools and workforce organizations.
Who It Affects
- Aviation companies that design or produce aircraft, engines, propellers and related parts
- Schools and colleges with aviation programs
- Workers and job seekers in aviation and aerospace industries
- The Federal Aviation Administration
- State and local workforce boards
- Flight schools
Key Provisions
- The bill creates a new grant program to develop the aviation manufacturing and supplier workforce and educate workers who design or produce FAA-approved aircraft and aircraft parts (Sec. 2)
- The bill creates another new grant program to help plan, establish and expand workforce development partnerships in the aviation and aerospace industry (Sec. 2)
- Money is authorized for grants: $20 million per year for each of five fiscal years (2024 through 2028) for each of the four grant programs (Sec. 2)
- Aviation companies and schools can apply for manufacturing workforce grants if they meet specific FAA certification requirements or operate in the United States with majority U.S.-based employees (Sec. 2)
- Industry partnerships applying for grants must include multiple aviation employers and can designate a fiscal agent (a money manager) from within the partnership or from a workforce board or college (Sec. 2)
What Changes
If passed, this bill would create two new federal grant programs focused on aviation workforce training. Companies and schools could receive federal funding to develop educational programs teaching aviation manufacturing skills, create scholarships and internships, support career outreach, and help workers transition into aviation jobs. The bill also funds partnerships that bring together aviation industry employers with schools and workforce organizations.
Important Definitions
- Aviation manufacturing: The design, development or production of aircraft, aircraft engines, propellers, appliances and their components, parts or systems that have FAA approval (Sec. 2)
- Accredited institution of higher education: Not fully defined in bill text
- SAE AS9100-certified process: A specific quality management certification standard for aviation manufacturing (Sec. 2)
