What This Bill Does
This bill creates a group called the National Commission on Renaming the J. Edgar Hoover FBI Headquarters Building. The commission will study whether the FBI headquarters building located at 935 Pennsylvania Avenue Northwest in Washington, D.C. should be renamed and give recommendations about what to do. The FBI Director will then decide whether to rename the building based on the commission's recommendations.

What Changes
If this bill becomes law, a commission will be created to study renaming the FBI headquarters building. The commission will complete its work within about six months. The FBI Director will then decide whether to adopt the commission's recommendation to rename the building. If the name is changed and the FBI moves to a different building later, the new facility will keep that same name.

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘National Commission

Building Act of 2023’’.

SEC. 2. ESTABLISHMENT.

There is established a commission to be known as the

the ‘‘Commission’’).

SEC. 3. DUTIES OF COMMISSION.

(a) IN GENERAL.—The Commission shall review the
4
designation of the J. Edgar Hoover F.B.I. Building, lo-
5
cated at 935 Pennsylvania Avenue Northwest in the Dis-
6
trict of Columbia, and provide recommendations on the
7
redesignation of such building.
8
(b) SCOPE OF REVIEW.—In conducting the review
9
and developing the recommendations required by sub-
10
section (a), the Commission shall consider the following:
11
(1) The criteria for any redesignation of the J.
12
Edgar Hoover F.B.I. Building, including—
13
(A) ensuring that such redesignation re-
14
flects—
15
(i) the mission and values of the Fed-
16
eral Bureau of Investigation (in this Act
17
referred to as the ‘‘FBI’’);
18
(ii) racial, ethnic, and gender diver-
19
sity; and
20
(iii) the values of the United States
21
Constitution;
22
(B) serving as an inspiration to FBI em-
23
ployees and citizens of the United States; and

priate and in exceptional cases.

(2) The rules, regulations, and procedures for

the designation of Federal buildings.

(3) Any other criteria that the Commission de-
5
termines are relevant.

SEC. 4. MEMBERSHIP.
7
(a) NUMBER AND APPOINTMENT.—The Commission
8
shall be composed of 8 members appointed as follows:
9
(1) 2 members appointed by the President, in
10
consultation with the Attorney General and Director
11
of the FBI.
12
(2) 2 members appointed by the majority leader
13
of the Senate.
14
(3) 1 member appointed by the minority leader
15
of the Senate.
16
(4) 2 members appointed by the Speaker of the
17
House of Representatives.
18
(5) 1 member appointed by the minority leader
19
of the House of Representatives.
20
(b) CRITERIA.—Each member of the Commission
21
shall have expertise in the history of the Federal Govern-
22
ment or social justice issues.

(c) CHAIR AND VICE CHAIR.—The Chair and Vice
1
Chair of the Commission shall be elected by the members
2
of the Commission.
3
(d) APPOINTMENT.—
4
(1) DEADLINE FOR INITIAL APPOINTMENT.—
5
Each member of the Commission shall be appointed
6
not later than 30 days after the date of enactment
7
of this Act.
8
(2) EFFECT
OF
LACK
OF
APPOINTMENT.—If
9
the appointment for a membership position de-
10
scribed in subsection (a) is not made by the appoint-
11
ment deadline described under paragraph (1), or if
12
a membership position described in subsection (a) is
13
vacant for more than 90 days, the authority to make
14
an appointment for such position shall transfer to
15
the Chair.
16
(e) TERMS.—Each member shall be appointed for the
17
life of the Commission.
18
(f) VACANCY.—A vacancy in the Commission shall—
19
(1) not affect the powers of the Commission;
20
and
21
(2) be filled in the manner in which the original
22
appointment was made.

SEC. 5. REPORTS.
1
(a) INTERIM REPORT.—Not later than 90 days after
2
the date of the enactment of this Act, the Commission
3
shall submit to the President and Congress an interim re-
4
port on the activities of the Commission related to the re-
5
designation of the J. Edgar Hoover F.B.I. Building.
6
(b) FINAL REPORT.—Not later than 180 days after
7
the date of the enactment of this Act, the Commission
8
shall submit to the President and Congress a report on
9
the results of the review carried out pursuant to section
10
3(a) and any recommendations related to the redesigna-
11
tion of the J. Edgar Hoover F.B.I. Building.

SEC. 6. REDESIGNATION.
13
(a) IN GENERAL.—Not later than 30 days after the
14
Commission submits the final report pursuant to section
15
5(b), the Director of the FBI shall determine whether to
16
redesignate the J. Edgar Hoover F.B.I. Building in ac-
17
cordance with the recommendations of the Commission.
18
(b) REPORT.—If the Director of the FBI makes a
19
determination that the J. Edgar Hoover F.B.I. Building
20
should not be redesignated in accordance with the rec-
21
ommendations of the Commission, the Director shall sub-
22
mit to Congress a report explaining the reason for such
23
determination.
24
(c) BUILDING RELOCATION.—If the headquarters of
25
the FBI holds a designation provided under this Act and

SEC. 7. TERMINATION.

The Commission shall terminate on the date that is

not later than 30 days after the Commission submits the

final report pursuant to section 5(b).
